Tuesday 4 Nov 2025 {HMC} German authorities have ruled that a Somali man who fatally stabbed three women in a 2021 attack in Würzburg will not be deported, citing the risk that he could return to Germany and commit further violent crimes.
The Munich Public Prosecutor’s Office said the man, identified as Abdirahman Jibril, will remain indefinitely in a secure psychiatric facility. Prosecutors determined that deporting him would pose a “significant threat to public safety,” as he could be released in Somalia and reenter Germany without supervision.
The decision followed a psychiatric assessment that concluded Jibril continues to suffer from paranoid schizophrenia and remains a danger to society. The report found that his confinement could not be suspended or replaced with other measures such as international arrest warrants.
Jibril, believed to be in his mid-30s, attacked random passersby on June 25, 2021, at Würzburg’s Barbarossaplatz, killing three women aged 25, 49, and 82, and injuring at least nine others. One of the victims was fatally stabbed while shielding her 11-year-old daughter. Witnesses said the assailant shouted “Allahu Akbar” during the attack before being subdued by police gunfire.
The Würzburg Regional Court found Jibril not criminally responsible due to his mental illness and ordered his indefinite confinement under Section 63 of Germany’s Criminal Code. Since July 2022, he has been held at a psychiatric hospital in Lohr, about 30 kilometers northwest of Würzburg.
His defense lawyer, Hanjo Schrepfer, told the German Press Agency (dpa) that he supports the ruling. “The decision by the prosecutor’s office is appropriate and legally sound,” he said, adding that therapy remains limited because the patient still lacks insight into his condition.
Germany’s State Office for Refugees had earlier explored the possibility of deportation, but officials said the prosecutor’s office ultimately ruled it too dangerous.
Jibril arrived in Germany from Italy in 2015 during Europe’s peak migration wave and was granted temporary protection after his asylum application was denied.
