Thursday 31 July , 2025 {HMC} SSC-Khatumo regional state formation conference has officially concluded Wednesday in Las Anod, announcing the establishment of a new federal member state under the name Northeastern Somali Regional State with Las Anod as its capital.
The conference, which brought together 417 delegates from the Sool, Sanaag, and Buuhoodle districts of Togdheer region, formally replaced the SSC-Khatumo interim administration and adopted a constitution for the newly declared regional state.
Representing the Federal Government of Somalia, Minister of Interior and Federal Reconciliation Ali Yusuf Ali (Koosh) attended the event, signaling Mogadishu’s endorsement of the process and recognition of the new administration under the federal framework.
According to the final declaration, communities across the regions unanimously agreed to establish a permanent administration affiliated with the Federal Government. The conference emphasized local ownership of the process, with elders, politicians, and civil society playing central roles in brokering unity and addressing disputes that had previously hindered consensus.
Ali Abdullahi (Gaboobe), a respected traditional leader, was named interim head of the new regional state pending formal elections. His appointment was welcomed as a unifying choice to steer the region through the transition phase.
The Somali federal government commended the peace-building efforts of the SSC communities and pledged to support the new administration in governance, development, and institution-building. A press release from the Ministry of Interior reiterated the government’s commitment to working closely with the new state leadership to promote lasting peace and stability in the region.
The formation of the Northeastern Somali Regional State marks a significant development in Somalia’s ongoing federalization process. It comes at a time of renewed national focus on strengthening local governance and enhancing community-based reconciliation across the country’s regions.
