Somalia, Turkish firm OYAK sign major agreement to develop blue economy.

Wednesday December 17, 2025 {HMC} Somali Minister of Fisheries and Blue Economy Ahmed Hassan Adan on Tuesday finalized a major cooperation agreement with Turkish industrial group OYAK, marking a significant step toward developing Somalia’s marine resources.

The signing ceremony, held in Ankara, formally launched the Cooperation and Marine Production Development Partnership, an initiative aimed at protecting Somalia’s marine environment while maximizing the economic value of its fisheries sector.

Speaking at the event, the minister said the partnership will channel direct investment into Somalia’s blue economy infrastructure, with a focus on sustainable development.
The agreement seeks to increase fish production to meet international standards, establish domestic fish processing industries, and enhance the technical capacity of Somali fishermen.

“This initiative is expected to modernize the fisheries sector and integrate Somali products into the global supply chain,” the minister said.

The signing was witnessed by Somalia’s Minister of Ports and Marine Transport, Abdulkadir Mohamed Nur, and the Director General of the Ministry of Fisheries, Abdi Dirshe.

Maritime security is a key component of the agreement, which includes measures to combat illegal fishing and plans to create thousands of jobs, particularly for youth and coastal communities.

Minister Ahmed praised the Turkish government and OYAK for their confidence in Somalia’s improving security and investment climate, saying the agreement reflects growing international trust in Somalia’s recovery.

Officials from Turkey’s Ministries of Defense, Agriculture and Forestry, and Foreign Affairs, along with OYAK executives, described the deal as strategically important and welcomed Somalia’s partnership. They said the project reinforces the long-standing ties between the two countries and supports shared goals of economic development and job creation.
