US and Israel look to Africa for resettling Palestinians uprooted from Gaza.

Friday 14, March  2025 {HMC} The U.S. and Israel have reached out to officials of three East African governments to discuss using their territories as potential destinations for resettling Palestinians uprooted from the Gaza Strip under President Donald Trump’s proposed postwar plan, American and Israeli officials say.

 

The contacts with Sudan, Somalia and the breakaway region of Somalia known as Somaliland reflect the determination by the U.S. and Israel to press ahead with a plan that has been widely condemned and raised serious legal and moral issues. Because all three places are poor, and in some cases wracked by violence, the proposal also casts doubt on Trump’s stated goal of resettling Gaza’s Palestinians in a “beautiful area.”

Officials from Sudan said they have rejected overtures from the U.S., while officials from Somalia and Somaliland told The Associated Press that they were not aware of any contacts.

Under Trump’s plan, Gaza’s more than 2 million people would be permanently sent elsewhere. He has proposed the U.S. would take ownership of the territory, oversee a lengthy cleanup process and develop it as a real estate project.

The idea of a mass transfer of Palestinians was once considered a fantasy of Israel’s ultranationalist fringe. But since Trump presented the idea at a White House meeting last month, Israeli Prime Minister Benjamin Netanyahu has hailed it as a “ bold vision.”

Palestinians in Gaza have rejected the proposal and dismiss Israeli claims that the departures would be voluntary. Arab nations have expressed vehement opposition and offered an alternative reconstruction plan that would leave the Palestinians in place. Rights groups have said forcing or pressuring the Palestinians to leave could be a potential war crime.

Still, the White House says Trump “stands by his vision.”

Speaking on condition of anonymity to discuss a secret diplomatic initiative, U.S. and Israeli officials confirmed the contacts with Somalia and Somaliland, while the Americans confirmed Sudan as well. They said it was unclear how much progress the efforts made or at what level the discussions took place.

Separate outreach from the U.S. and Israel to the three potential destinations began last month, days after Trump floated the Gaza plan alongside Netanyahu, according to the U.S. officials, who said that Israel was taking the lead in the discussions.

Israel and the U.S. have a variety of incentives — financial, diplomatic and security — to offer these potential partners. It is a formula that Trump used five years ago when he brokered the Abraham Accords — a series of mutually beneficial diplomatic accords between Israel and four Arab countries.

The White House declined to comment on the outreach efforts.

The offices of Netanyahu and Ron Dermer, the Israeli Cabinet minister and Netanyahu confidant who has been leading Israel’s postwar planning, also had no comment.

But Finance Minister Bezalel Smotrich, a longtime advocate of what he calls “voluntary” emigration of Palestinians, said this week that Israel is working to identify countries to take in Palestinians. He also said Israel is preparing a “very large emigration department” within its Defense Ministry.

Here is a closer look at the places the officials say have been approached.

Sudan
The North African country was among the four Abraham Accord nations that agreed to normalize diplomatic relations with Israel in 2020.

As part of the deal, the U.S. removed Sudan from its list of state supporters of terrorism, a move that gave the country access to international loans and global legitimacy. But relations with Israel never took off as Sudan plunged into civil war between government forces and the RSF paramilitary group.

The conflict has been marked by atrocities, including ethnically motivated killing and rape, according to the U.N. and rights groups. The International Criminal Court is investigating alleged war crimes and crimes against humanity, and then-President Joe Biden’s administration in January said the RSF and its proxies were committing genocide.

The U.S. and Israel would be hard-pressed to persuade Palestinians to leave Gaza, particularly to such a troubled country. But they could offer incentives to the Khartoum government, including debt relief, weapons, technology and diplomatic support.

Two Sudanese officials, speaking on condition of anonymity to discuss a sensitive diplomatic matter, confirmed that the Trump administration has approached the military-led government about accepting Palestinians.

One of them said the contacts began even before Trump’s inauguration with offers of military assistance against the RSF, assistance with postwar reconstruction and other incentives.

Both officials said the Sudanese government rejected the idea. “This suggestion was immediately rebuffed,” said one official. ”No one opened this matter again.”

Military chief Gen. Abdel-Fattah Burhan told an Arab leaders’ summit last week in Cairo that his country “categorically rejects” any plan that aims to transfer “the brotherly Palestinians from their land under whatever justification or name.”

Somaliland

Somaliland, a territory of over 3 million people in the Horn of Africa, seceded from Somalia over 30 years ago, but it is not internationally recognized as an independent state. Somalia considers Somaliland part of its territory.

Somaliland’s new president, Abdirahman Mohamed Abdullahi, has made international recognition a priority.

An American official involved in the efforts confirmed that the U.S. was “having a quiet conversation with Somaliland about a range of areas where they can be helpful to the U.S. in exchange for recognition.”

The possibility of U.S. recognition could provide an incentive for Abdullahi to back away from the territory’s solidarity with the Palestinians.

The United Arab Emirates, another Abraham Accord country that has developed strong ties with Israel, once had a military base in Somaliland and maintains commercial interests there, including a port. The territory’s strategic location, in the Gulf of Aden waterway near Yemen, home to the Houthi rebel group, could also make it a valuable ally.

Over the years, Somaliland has been lauded for its relatively stable political environment, contrasting sharply with Somalia’s ongoing struggles amid deadly attacks by al-Qaida-linked militant group al-Shabab. Since 1991, Somaliland has maintained its own government, currency and security structures. Still, it has one of the lowest income levels in the world.

An official in Somaliland, speaking on condition of anonymity because he was not authorized to talk to the media, said his government has not been approached and is not in talks about taking in Palestinians.

Somalia

Somalia has been a vocal supporter of the Palestinians, often hosting peaceful protests on its streets in support of them. The country joined the recent Arab summit that rejected Trump’s plan and seems like an unlikely destination for Palestinians, even if they did agree to move.

Sambu Chepkorir, a lawyer and conflict researcher in Nairobi, Kenya, said it is difficult to understand why Somalia would want to host Palestinians given the country’s strong support for Palestinian self-rule.

“The realignments keep changing, and so maybe there is a hidden agenda in why Somalia,” Chepkorir said.

A Somali official, speaking on condition of anonymity because he was not authorized to talk to the media, said the country had not been approached about taking in Palestinians from Gaza and there had been no discussions about it.

Sudan punishes Kenya for hosting RSF group by suspending all imports.

Friday 14, March  2025 {HMC} The Sudan’s Ministry of Trade and Supply has issued a decree suspending all imports from Kenya indefinitely following the latter’s decision to host paramilitary Rapid Support Forces (RSF) in Nairobi last month.

The decision was arrived at following a Cabinet resolution that sought to punish Kenya for facilitating RSF activities and subsequently escalating tensions in the country.

Further, the Sudanese government attributed the Cabinet decision to protecting its national interests and security concerns.

“Based on Cabinet Resolution No. (129) of 2024, and in accordance with the competencies stipulated in Cabinet Resolution No. (104) of 2021, and based on the recommendation of the committee formed by the Sovereignty Council to deal with the State of Kenya for hosting the Rapid Support Militia and its allies and sponsoring their activities and meetings, and to preserve Sudan’s supreme interests, affirm its sovereignty and protect its national security,” the statement read in part.

“The following decision was issued: Suspension of all the imports of all products coming from the State of Kenya is suspended through all ports, crossings, airports and outlets, effective from this date until further notice. All concerned parties shall implement the decision.”

The Sudanese government and RSF Forces have been at loggerheads for control of the State since April 2023 in a war that has claimed thousands of lives.

The war plunged the country into chaos, with the Sudanese army now controlling the Eastern and Northern regions while the RSF dominated the Western and larger parts of the South.

Hence, Kenya’s decision to host the RSF group, which signed a founding charter to form a parallel government in Sudan, spelled regional consequences.

Historically, Kenya has been involved as a mediator in regional conflicts and the move raised questions about its foreign policy alignment.

The Sudanese government’s inaugural action came in a statement from the Ministry of Foreign Affairs which warned that the decision to host the RSF group violated its sovereignty by interfering in its internal affairs.

“Hosting leaders of the terrorist RSF militia and allowing them to conduct political and propaganda activities while they continue to perpetrate genocide, massacre civilians on an ethnic basis, attack IDP camps, and commit acts of rape constitutes endorsement of and complicity in these heinous crimes,” the Ministry stated.

The African Union also condemned the move and warned that it posed a huge risk of partitioning the country.

“The Council does not recognize the purported parallel government or entity in the Republic of Sudan,” read part of the statement.

While responding to the concerns, Foreign Affairs CS Musalia Mudavadi cited that Kenya’s actions were in line with its aim of aiding Sudan in finding a permanent solution to its ongoing political crisis.

“We note that this is not the first time groups in Sudan have sought solutions to their crisis by leveraging the good offices of neighbouring countries. Indeed, in January 2024, parties and stakeholders to the Sudanese conflict met in a neighbouring country to chart a way forward on inclusive dialogue and return to civilian rule,” said Mudavadi.

“Rapid Support Forces (RSF) and Sudanese civilian groups’ tabling of a roadmap and proposed leadership in Nairobi is compatible with Kenya’s role in peace negotiation which enjoins her to provide non-partisan platforms to conflict parties to seek resolutions.“

Putin outlines conditions for Ukraine ceasefire

Friday 14, March  2025 {HMC} Vladimir Putin has said he agrees with the idea of a ceasefire in Ukraine, but that “questions” remain about the nature of a truce – as he set out a number of tough conditions for peace.

The Russian president was responding to a plan for a 30-day ceasefire, which Ukraine agreed to earlier this week following talks with the US.

Ukrainian President Volodymyr Zelensky described Putin’s response to the plan as “manipulative” and called for more sanctions on Russia.

Meanwhile, the US placed further sanctions on Russian oil, gas and banking sectors.

Russian officials said Putin was expected to hold talks on the ceasefire on Thursday evening with US President Donald Trump’s special envoy Steve Witkoff, who had flown to Moscow earlier that day.

It is not clear whether that meeting actually took place. On Friday, Russia’s state media quoted the air traffic monitor Flightradar as saying the plane believed to be carrying Witkoff had left Moscow.

Moscow and Washington have not commented on the issue.

Late on Thursday and overnight, both Russia and Ukraine reported new enemy drone attacks.

Ukraine said seven people – including children – were injured in the north-eastern city of Kharkiv.

Russia reported a large fire at an oil facility in the southern city of Tuapse.

Speaking at a news conference in Moscow on Thursday, Putin said of the ceasefire proposal: “The idea is right – and we support it – but there are questions that we need to discuss.”

A ceasefire should lead to “an enduring peace and remove the root causes of this crisis”, Putin said.

“We need to negotiate with our American colleagues and partners,” he said. “Maybe I’ll have a call with Donald Trump.”

Putin added: “It will be good for the Ukrainian side to achieve a 30-day ceasefire.

“We are in favour of it, but there are nuances.”

One of the areas of contention is Russia’s western Kursk region, Putin said, where Ukraine launched a military incursion last August and captured some territory.

He claimed Russia was fully back in control of Kursk, and said Ukrainian troops there “have been isolated”.

“They are trying to leave, but we are in control. Their equipment has been abandoned,” Putin said.

“There are two options for Ukrainians in Kursk – surrender or die.”

Ukraine’s top commander Oleksandr Syrskyi said a day earlier that Ukrainian troops would hold defensive positions in the Kursk region “as long as it is expedient and necessary” despite “increased” pressure from Russian forces.

At Thursday’s press conference, Putin also outlined some of his questions over how a ceasefire would work. He asked: “How will those 30 days be used? For Ukraine to mobilise? Rearm? Train people? Or none of that? Then a question – how will that be controlled?

“Who will give the order to end the fighting? At what cost? Who decides who has broken any possible ceasefire, over 2,000km? All those questions need meticulous work from both sides. Who polices it?”

Putin “doesn’t say no directly”, Zelensky said in his nightly video address, but “in practice, he’s preparing a rejection”.

He added: “Putin, of course, is afraid to tell President Trump directly that he wants to continue this war, wants to kill Ukrainians.”

The Russian leader had set so many pre-conditions “that nothing will work out at all”, Zelensky said.

After Putin’s remarks and Zelensky’s response, there is now a clear divide between both sides’ positions.

Ukraine wants a two-stage process: a quick ceasefire and then talks about a longer-term settlement.

Russia believes you cannot separate the two processes and all the issues should be decided in a single deal. Both sides seem content to argue their differences.

Ukraine believes it can put pressure on Russia, painting it as a reluctant peacemaker, playing for time. Russia, equally, believes it has a chance now to raise its fundamental concerns, about Nato expansion and Ukraine’s sovereignty.

But this presents a problem for Donald Trump. He has made it clear he wants a quick result, ending the fighting in days.

And right now, Putin does not appear to want to play ball.

Speaking at the White House following Putin’s remarks, Trump said he would “love” to meet the Russian leader and that he hoped Russia would “do the right thing” and agree to the proposed 30-day truce.

“We’d like to see a ceasefire from Russia,” he said.

Speaking earlier at a meeting in the Oval Office with Nato Secretary General Mark Rutte, Trump told reporters he had already discussed specifics with Ukraine.

“We’ve been discussing with Ukraine land and pieces of land that would be kept and lost, and all of the other elements of a final agreement,” Trump said.

“A lot of the details of a final agreement have actually been discussed.”

On the subject of Ukraine joining the Nato military alliance, Trump said “everybody knows what the answer to that is”.

The fresh sanctions on Russian oil and gas came as the Trump administration further restricted access to US payment systems, making it harder for other countries to buy Russian oil.

Earlier in the day, Kremlin aide Yuri Ushakov rejected the ceasefire proposal put forward by the US.

On Wednesday, the Kremlin released a video it said showed Putin visiting Russia’s Kursk region, symbolically dressed in military fatigues. Russia later said it recaptured the key town of Sudzha.

Russia launched a full-scale invasion in February 2022, and now controls about 20% of Ukrainian territory.

More than 95,000 people fighting for Russia’s military have been killed in the war, according to data analysed so far and confirmed by the BBC. The actual death toll is believed to be much higher.

Russia’s military has not publicly revealed its battlefield casualties since September 2022, when it said 5,937 soldiers had been killed.

Ukraine last updated its casualty figures in December 2024, when Zelensky acknowledged 43,000 Ukrainian deaths among soldiers and officers. Western analysts believe this figure to be underestimated.

Israel and Ethiopia discuss joint fight against Al-Shabaab and Houthis.

Gideon Sa’ar, the Israeli foreign minister, and his Ethiopian counterpart Gedion Timotheos also revealed an increasing link between Al-Shabaab and the Houthi rebels in Yemen- both considered threats to regional security- at a joint media event after their talks.

“Terrorism is a shared threat to our peoples,” said Sa’ar. “We are witnessing radical Islamic terror in our regions-Hamas in Gaza, Hezbollah in Lebanon, jihadists in Syria, and now Al-Shabaab in Africa.

Terror must be permanently eradicated.” The Sa’ar pointed to the al-Qaeda-affiliated Al-Shabaab’s connections with the Iran-backed Houthi rebels, who have escalated attacks in the Middle East since Hamas’s October 7, 2023, assault on Israel.

The Houthis have targeted Israeli shipping lanes and disrupted global trade routes, further escalating tensions. “Ethiopia plays a number of critical roles in combating Al-Shabaab.” Sa’ar explained that Al-Shabaab “collaborates with the Iranian-backed Houthis in Yemen, further destabilizing the region.
