Premier League clubs to vote on scrapping VAR

Saturday, 18 May 2024 {HMC} Premier League clubs will vote on whether to scrap video assistant referees (VAR) from next season at their annual general meeting next month.

Wolves have formally submitted a resolution to the Premier League which will trigger a vote when the 20 member clubs meet in Harrogate on 6 June.

The club said VAR was introduced “in good faith” but has led to “numerous unintended negative consequences that are damaging the relationship between fans and football”.

VAR was introduced in 2019 to help support on-field officials with key match decisions, but there have been a number of controversial incidents involving the technology this season.

“The price we are paying for a small increase in accuracy is at odds with the spirit of our game,” read a Wolves statement.

The Premier League said it “acknowledged the concerns” about VAR but “fully supports” the technology and will continue to work with referees’ body PGMOL to make improvements.

Any rule changes need a two-thirds majority – 14 of of the 20 clubs – to vote in favour.

Premier League clubs have already voted for semi-automated offside technology to be introduced for the 2024-25 season.

VAR criticised after controversies
A number of Premier League managers have been critical of VAR and refereeing standards this season, including Wolves boss Gary O’Neil.

O’Neil was given a one-match touchline ban in April for his conduct near the referee’s room after a game against West Ham, which saw Wolves have a late equaliser disallowed following a VAR check.

Wolves chairman Jeff Shi also questioned the role of VAR after the West Ham game and said the club would be higher in the table “if it wasn’t for a number of incorrect or contentious decisions”.

Nottingham Forest questioned the VAR official in a highly critical statement on social media after three penalty appeals were rejected in a 2-0 defeat at Everton last month.

An independent Key Match Incident Panel later ruled Forest should have had one penalty from their three unsuccessful appeals.

One of the most high-profile VAR mistakes to date is Luis Diaz’s goal that was incorrectly disallowed for offside for Liverpool at Tottenham in October.

The Premier League said the incident highlighted “systemic weaknesses in the VAR process” and that “key learnings and immediate actions” were taken.

In February the league’s chief football officer Tony Scholes said VAR had increased the number of correct decisions but that those decisions were taking too long and offered a poor in-stadium experience.

In a bid to improve transparency, referee’s chief Howard Webb regularly discusses notable recent incidents involving VAR, including audio between on-field officials and the VAR team, on the TV programme Match Officials Mic’d Up live.

Last month, Sweden became the only elite league in Uefa’s top 30 to reject VAR.

It is understood the Premier League fundamentally does not believe this is the right way forward.

While it is obvious Wolves – and others – have had frustrations with the system this season, the league believes removing VAR would increase the number of incorrect decisions and potentially leave the on-field officials open to even greater criticism than they currently receive.

The Premier League’s figures show the number of correct decisions in matches has increased from 82% before VAR was introduced to 96% currently. With semi-automated offside technology due to be introduced early next season, it is felt that figure will increase even further.

PGMOL head of refereeing Webb is pushing for greater in-game communication between VAR and fans and is pushing the international rule-making body IFAB for greater changes.

The Premier League also believes removing VAR would have a negative impact on its global reputation.

This is likely to cut little ice with Wolves, who feel they have been on the wrong end of a series of bad decisions, starting on the opening weekend when Manchester United goalkeeper Andre Onana went unpunished for punching striker Sasa Kalajdzic in the face in the final minute at Old Trafford as he tried to clear the ball.

Many fans do not like the amount of time taken to reach marginal offside decisions, even if the outcome ultimately proved to be the correct one.

Self-declared state of Somaliland celebrates 33rd Independence Anniversary

Saturday, 18 May 2024 {HMC}  The self-declared state of Somaliland celebrated its 33rd anniversary of independence on Saturday with colorful events held throughout the Somaliland regions.

Somaliland President Muse Bihi Abdi, opposition leaders, and various officials attended the commemoration of May 18 in Hargeisa, where the main event took place.

“Somaliland is not a region seceding from a country as Africa fears. Everyone acknowledges that we were two countries united. In the 2005 African Union report, it was stated that Somaliland is different from other African issues,” said President Bihi.

Regarding the recent MoU deal between Ethiopia and Somaliland, President Bihi said that the Somali government cannot stop the Red Sea agreement and that it will be implemented soon. He accused Somalia of misleading the world and making the agreement seem dangerous.

“Ethiopia has asked us to provide them with a military base and become the first to recognize Somaliland, and that should not be ignored,” said President Bihi.

The landlocked Ethiopia and Somaliland signed a memorandum of understanding on January 1 to lease 20 km (12 miles) of coastline in Somaliland. Under the deal, the coastal area around the port of Berbera on the Gulf of Aden will be used by Ethiopia for 50 years for military and commercial purposes.

Former President of Somaliland Dahir Riyale Kaahin, who also spoke at the occasion, called on the people of Somaliland for unity and togetherness on the 33rd anniversary of Somaliland.

Despite functioning as a de facto state with its own passports and constitution, Somaliland remains unrecognized by the African Union, the United Nations, and most countries, including the United States.

Somali Security and ATMIS Forces complete training on Emergency Battlefield Care

Saturday, 18 May 2024 {HMC} – Medical officers from Somali Security Forces (SSF), United Nations Support Office in Somalia (UNSOS) and the African Union Transition Mission in Somalia (ATMIS) have completed a three-day training programme on providing emergency care to battlefield casualties.

The training, organized by the United Nations Support Office in Somalia (UNSOS) and facilitated by instructors from the Nairobi-based Kenya Red Cross Training Institute, aimed to enhance the capacity of SSF and ATMIS medical personnel to provide robust pre-hospital medical support during joint military operations. The three-day training started from 13-16 May 2024.

 

“This training is important in reducing the risk of losing our brave soldiers due to improper management of injuries sustained on the frontline,” said the Head of ATMIS, Ambassador Mohamed El-Amine Souef during his opening remarks on Monday.

Ambassador Souef further emphasised that the training will not only enhance the quality of emergency treatment for soldiers but also benefit local communities.

 

“In the event of mass casualty incidents, the local population will also receive improved care from the Somali Security Forces and ATMIS troops. The skills and knowledge gained during this training will enable our medical personnel to provide critical assistance to civilians in need, strengthening the bond between the security forces and the communities they serve,” Ambassador Souef elaborated.

The Head of UNSOS, Assistant Secretary-General, Dr. Aisa Kirabo Kacyira, said the training was an important contribution to ongoing efforts to enhance the skills and capabilities of SSF and ATMIS personnel in order to facilitate a smooth and sustainable transfer of security responsibilities to Somali Security Forces.

 

“Capacity building is one of the key cornerstones of ensuring a successful security transition from the African Union mission to the Somali Security Forces. By equipping our medical personnel with the necessary skills and knowledge, we are not only supporting the safety and well-being of our troops but also contributing to the broader goal of enabling Somalia to take its rightful position in maintaining peace and stability within its borders, ” said Dr Kacyira.

The 53 participants expressed their gratitude to UNSOS for organizing the training and pledged to share the acquired knowledge with their counterparts.

 

“In war, there are both civilian and military casualties. We have acquired critical skills that will save lives on the battlefield,” said Chief Adjutant Melchiade Marisasi, an Anaesthesiologist from the ATMIS Burundi Contingent based in Jowhar.

Osman Abdi Osman, a medic from the Somali National Army (SNA) Hospital in Mogadishu, pledged to apply the newly acquired skills to save more military and civilian lives.

 

“This training is timely and has enhanced our skills. It will leave a lasting impact on our clinical practice and patient care,” said Dr. Capt. Patrick Otim from the ATMIS Level II Hospital in Mogadishu.

Senior UN and ATMIS officials, including the acting Director of UNSOS, Ms Cristina Gavazzo, ATMIS Medical Planning Officer, Dr. Komlan Moreira, and UNSOS Chief Medical Officer, Dr. Papa Alioune Fall, attended the closing ceremony.

The comprehensive course covered essential topics such as Pre-Hospital Trauma Life Support (PHTLS), Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS), equipping the participants with a wide range of skills to effectively manage medical emergencies in both military and civilian settings.

 

Somali and African Union Forces train to tackle IED threat

Saturday 18, May  2024 {HMC}  – Eighty officers from the Somali Security Forces (SSF) and the African Union Transition Mission in Somalia (ATMIS) have concluded a three-day training on countering Improvised Explosive Devices (IEDs) used by illegal armed groups, including Al Shabaab.

The training, facilitated by the United Nations Mine Action Service (UNMAS) and the United Kingdom Mission Support Team (UK-MST), aimed to enhance the operational efficiency of SSF in dealing with IED risks in the Federal Member States (FMS). The comprehensive programme covered various aspects of IED detection, disposal, and post-blast investigation techniques.

“This training will be pivotal in the actualisation of the ATMIS mandate to degrade Al Shabaab in support of the Somali-led peace and security process,” said ATMIS military Chief of Staff, Brig. Gen. Kindu Gezu.

Brig. Gen. Gezu emphasised the importance of continued vigilance in countering the threats posed by IEDs, which are the primary weapon of choice for Al-Shabaab in its asymmetric warfare.

The Chief of UNMAS, Justin Smith, highlighted the successful collaboration between ATMIS, SSF, and UNMAS over the years, which has enabled the troops to detect and neutralize a significant number of IEDs planted by Al Shabaab militants in various parts of the country.

He said since 2017, ATMIS Counter-IED teams have managed to discover and safely detonate 439 devices, preventing an estimated 1,756 potential casualties.

“In 2023 alone, ATMIS Search and Explosive Ordnance Disposal (EOD) teams found and cleared 74 percent of devices assessed as targeting ATMIS troops, preventing a potential 150 ATMIS casualties,” said the UNMAS Somalia Chief.

ATMIS Military Chief Engineer, Col. Suleiman Ibrahim, urged partners to effectively tackle the IED menace to minimize threats to livelihoods, infrastructure, and humanitarian relief efforts.

“An effective counter-IED effort requires ingenuity, adaptability, and application of basic tenets. The fight against the IED menace is not easy and requires concerted efforts by all stakeholders,” Col. Ibrahim observed at the closing ceremony on Thursday.

The Chief Engineer for the Somali National Army, Col. Adan Abdullahi Ali, expressed his gratitude to ATMIS, UNMAS, and UK-MST for providing the Somali Security Forces (SSF) with the relevant skills and equipment to ensure Somalia’s peace and stability.

The theme for this year’s training workshop was ‘Working towards a sustainable SSF Counter-IED capacity development in preparation for the Somalia security transition’.

During the training, participants discussed Somalia’s IED threats, the Somali National Army’s threat assessment, and ongoing counter-IED operations.

UNMAS and ATMIS have been working together to improve the capacity of SSF personnel, equipping them with the necessary skills and facilities to detect and destroy IEDs that pose a threat to civilian safety.

Head of ATMIS visits Beletweyne to assess security situation

Saturday 18, May  2024 {HMC} – The African Union Special Representative for Somalia, Ambassador Mohamed El-Amine Souef, on Wednesday visited Beletweyne to assess the security situation in Hirshabelle State.

Accompanied by senior ATMIS officials, including the military Chief of Staff, Brig. Kindu Gezu, Ambassador Souef and his delegation met with the Vice President of Hirshabelle State, Yussuf Ahmed Hagar, and other senior state officials.

Ambassador Souef also held a separate meeting with ATMIS Sector Four Commander, Col. Said Waberi, and senior ATMIS military and police personnel. The ATMIS officials provided him with valuable insights and updates on the current security situation in the Hiraan region.

“It was a great opportunity for us to engage with the Vice President, the governor of Hiraan, and local authorities. We encouraged them to prioritise and address issues related to national reconciliation and social cohesion. I assured them that ATMIS remains committed to supporting all such efforts to the best of our ability, as we work together to promote peace, security, and stability in this region,” said Ambassador Souef after the meeting with the Vice President.

The delegation also toured the ATMIS Level II hospital in Beletweyne. Ambassador Souef praised the ATMIS Djibouti and Ethiopia forces for their invaluable contributions and unwavering dedication to the fight against terrorism. He commended the close collaboration between ATMIS forces and the local population, highlighting the various Civil-Military-Cooperation (CIMIC) initiatives aimed at improving the lives of the local populace, particularly the Internally Displaced Persons (IDPs) around the ATMIS Forward Operating Bases (FOBs).
