Somalia Welcomes Signing of Doha Peace Framework Between DRC Government and M23 Movement

Tuesday  November 18, 2025 {HMC} The Federal Republic of Somalia welcomes the signing of the Doha Peace Framework between the Government of the Democratic Republic of Congo (DRC) and the March 23 Movement (M23), describing the agreement as a significant and hopeful step toward achieving lasting stability.

Somalia commended the unwavering efforts of the State of Qatar in facilitating the talks, noting that Qatar’s sustained diplomatic engagement has contributed to shaping a constructive and action-oriented environment that reflects the principles outlined in the Doha Declaration.

Somalia also praised the valuable and dedicated roles played by the United States, the Republic of Togo, and the African Union Commission. Their support and cooperation were instrumental in restoring the momentum needed to bring the parties back to the negotiating table.

The Federal Republic of Somalia further expresses appreciation for the responsible leadership and forward-looking vision demonstrated by both parties throughout the process. Somalia reaffirmed its commitment to addressing conflicts through structured dialogue, confidence-building measures, and approaches that prioritize de-escalation, civilian protection, facilitation of humanitarian access, and the creation of conditions conducive to security and the safe return of displaced communities.

Somalia hopes that upcoming technical and procedural steps will build on this progress, paving the way for sustainable peace and a durable path forward.

Hackers target government websites, temporarily take over presidency portal.

Tuesday November 18, 2025 {HMC} Several government websites, including president.go.ke, the official site of the presidency, were hacked on Monday and rendered inaccessible.

Other websites affected include those belonging to the ministries of Interior, Energy, Labour, Health and Education.

The cybersecurity breach was confirmed by Interior PS Raymond Omollo who accused a group – PCP@Kenya – of being behind the hack.

“This is to notify the general public that the situation has been contained and that the Government is monitoring the situation. However, members of the public are advised to take necessary precautions, remain vigilant and report any suspicious cyber threat activity to the National KE-CIRT, NC4 and DCI,” a statement from the PS said.

“This attack is in breach of Kenya and other international laws and conventions including the Computer Misuse and Cybercrimes Act, the Kenya Information and Communications Act and the Data Protection Act and those found culpable shall face the full force of the law.”

Tanzania’s President Suluhu Hassan appoints daughter, son-in-law to cabinet.

Tuesday November 18, 2025 {HMC}Tanzania’s President Samia Suluhu Hassan has appointed her daughter, Wanu Hafidh Ameir, as the new deputy minister for education.

Hafidh Ameir, 43, is the Member of Parliament for Makunduchi Constituency in the semi-autonomous island of Zanzibar.

She retained her parliamentary seat in the October 29, 2025 general election under the ruling Chama Cha Mapinduzi (CCM) ticket, which also sponsored her mother’s presidential bid.

President Suluhu Hassan, at the same time, appointed Hafidh Ameir’s spouse, Mohamed Mchengerwa, as the new health minister.

Former president’s son appointed minister

Mchengerwa, 46, is also the Member of Parliament for Rufiji Constituency in the country’s eastern Pwani Region.

Tanzania’s former President Jakaya Kikwete’s son, Ridhwani Kikwete, has also been appointed minister in President Suluhu Hassan’s office. He will be in charge of Public Service Management and Good Governance in the head of state’s office.

Ridhwani Kikwete, 46, is also a lawmaker of CCM party, representing the coastal constituency of Chalinze located in Pwani Region.

President Suluhu Hassan, who was declared winner of Tanzania’s October 29 presidential election with nearly 98% of the vote, named 27 ministers and 29 deputy ministers in the reconstituted cabinet.

Seven officials axed

Seven senior officials, who served in the previous cabinet, have been relieved of their duties. They include former Energy Minister Doto Biteko, Hussein Bashe (agriculture), and Selemani Jafo (trade).

In the new government, Khamis Mussa Omar will take charge of the powerful finance ministry, while Mahmoud Thabit Kombo has been retained as foreign minister.

Prof. Adolf Mkenda will be the education minister, to be deputised by President Suluhu’s daughter, Wanu Hafidh Ameir.

Daniel Chongolo will head the agriculture docket, while Judith Kapinga will serve as the industry and trade minister.

“Today, Kenya’s Cabinet Secretary for Investments, Trade and Industry, Hon. Lee Kinyanjui, welcomed a high-powered delegation from Uganda led by Gen. Wilson Mbadi, Uganda’s Minister for Trade, Industry and Cooperatives” read the statement.

Even after the heated rhetoric that trended regionally, officials from both countries appear focused on strengthening economic ties and learning from each other’s development strategies
