Somalia Participates in the 30th EACO Annual Assembly in Juba, South Sudan

Saturday 14,June 2025 {HMC}  The National Communications Authority (NCA) of Somalia participated in the 1st Advisory Council and the 30th Annual Assemblies of the East African Communications Organization (EACO), held in Juba, South Sudan.

The event, hosted by the National Communications Authority of South Sudan, officially began on June 9, 2025, and concluded on June 13, 2025. It has brought together representatives from EACO’s five assemblies: regulators, postal operators, telecommunications operators, and internet service providers across the East African region.

This year’s assembly marks a significant milestone for Somalia, which recently joined the East African Community (EAC). The participation of NCA Somalia underscores the country’s commitment to harmonizing its communications policies and regulations with regional frameworks to promote integration and accelerate ICT development.

“Such events are important for NCA Somalia as we understand that communication is no longer confined within national boundaries — it now cuts across borders through roaming services, shared digital platforms, and transnational cybersecurity threats,” said Mr. Mustafa Yasin Sheikh, Director General of NCA Somalia.

Kenya police officer arrested over blogger’s death in custody

Saturday 14,June 2025 {HMC} A Kenyan police officer has been arrested in connection with the death of Albert Ojwang, a political blogger who died in police custody, in a case that has reignited anger over police abuse and triggered street protests in Nairobi.

Police spokesperson Michael Muchiri said on Friday that a constable had been taken into custody, the AFP news agency reported.

He did not give further information, referring queries to the Independent Policing Oversight Authority (IPOA), which is leading the investigation. There was no immediate comment from the IPOA.

Ojwang, 31, was declared dead on Sunday, two days after his arrest in the town of Homa Bay in western Kenya for allegedly criticising the country’s deputy police chief Eliud Lagat.

The police initially claimed Ojwang fatally injured himself by banging his head against a cell wall, but an autopsy revealed injuries that pathologists said were “unlikely to be self-inflicted”.

The government’s own pathologist found signs of blunt force trauma, neck compression and soft tissue injuries, suggesting an assault. Independent pathologist Bernard Midia, who assisted with the post-mortem, also ruled out suicide.

Amid growing pressure, President William Ruto on Wednesday said Ojwang had died “at the hands of the police”, reversing earlier official accounts of his death.

The incident has added fuel to longstanding allegations of police brutality and extrajudicial killings in Kenya, particularly following last year’s antigovernment demonstrations. Rights groups say dozens were unlawfully detained after the protests, with some still unaccounted for.

Earlier this week, five officers were suspended to allow for what the police described as a “transparent” inquiry.

On Thursday, protesters flooded the streets of the capital, waving Kenyan flags and chanting “Lagat must go”, demanding the resignation of the senior police official Ojwang had criticised.

Ruto on Friday pledged swift action and said that his administration would “protect citizens from rogue police officers”. While Ruto has repeatedly promised to end enforced disappearances and extrajudicial killings, human rights groups accuse his government of shielding security agencies from accountability.

According to IPOA, 20 people have died in police custody in just the past four months. The death of Ojwang, a vocal online critic, has become a symbol of growing public frustration with unchecked police power.

International pressure is mounting, with both the United States and European Union calling for a transparent and independent investigation into Ojwang’s death.

Nearly 40,000 students sit for National 12th Grade exams across Somalia

Saturday 14,June 2025 {HMC} T Nearly 40,000 students across Somalia began sitting for the 12th Grade Certificate Examination for the 2024–2025 academic year on Saturday, marking a major milestone in the country’s education calendar.

According to the Ministry of Education, a total of 39,397 students are participating in the national exams across all regions and districts of the country. State Minister of Education and other senior officials officially launched the examinations in a nationwide effort involving thousands of exam centers.

Prime Minister Hamsa Abdi Barre extended special congratulations to the Somali Police Force for securing the examination sites and ensuring a smooth and peaceful testing process.
“I commend the forces that are safeguarding the security of the national examination sites,” the Prime Minister said.

Speaking at the official opening ceremony, Barre reaffirmed his government’s commitment to improving the quality and accessibility of education nationwide. He emphasized that his administration will invest more in the education sector and work to expand learning opportunities for all students, regardless of background or region.

The national exam period is seen as a critical step in Somalia’s ongoing education reform and is a major event in the academic year, overseen by the federal government in coordination with regional authorities.

Suspects with Somali army ties arrested in Elwak – Police

Saturday 14,June 2025 {HMC} Two Kenyan men who had crossed into Somalia and enlisted in the Somali National Army were on Thursday arrested in an operation in Elwak, Mandera County.

Police said the suspects were also linked to a series of robberies in the area. Officers acted on a tip-off about their activities.

They were found to be Kenyan citizens but had joined a foreign military. One is aged 23 and the other 32, police said.

Both were arrested at Soko ya Roba after locals reported they were behind robberies in the area.

Police recovered an AK-47 rifle with three empty magazines and one loaded with 27 bullets.

The two will face charges of robbery with violence and foreign enlistment contrary to Section 68 of the Penal Code.

Such enlistment is common in the region, with many unaware of its legal consequences.

Some returnees get involved in crime and inter-clan clashes.

Police link this to the continued instability in Somalia, which has enabled al-Shabaab terrorists to sustain attacks in Somalia and parts of Kenya.

The group crosses from Somalia through the porous border to stage attacks, disrupting normal life in the region.

Kenya has responded by deploying more officers and technology to curb the threat.

Local sympathisers have been blamed for attacks mainly targeting security officers and civil servants, including teachers.

Kenya Met issues high alert for strong winds and large waves in 15 counties for next 6 days

Saturday 14,June 2025 {HMC} In their latest weather advisory, the Kenya Meteorological Department has warned of strong winds and large waves that could lead to massive damage and marine disruption over the next six days.

The advisory, released on Friday, June 13, revealed that the strong winds could blow off roofs, uproot trees, and cause structural damage.

Also, the weatherman raised an alarm over the large waves, whose effects included lower visibility and disruption of marine activities.

The advisory listed the Coast, North-Eastern, North-Western, and South-Eastern lowlands as regions that would be most affected by the adverse weather conditions, which have a 33 to 66 per cent chance of occurring.

Key areas of concern were the counties of Lamu, Kilifi, Mombasa, Kwale, Tana River, Taita Taveta, Marsabit, Turkana, Samburu, Isiolo, Mandera, Wajir, Garissa, Kitui, and Makueni.

Kenya Met further warned residents in the affected areas to be on the lookout, noting that the weather conditions would begin on Friday, June 13, and last until Wednesday, June 18 at 10:00am.

While detailing the forecast, Kenya Met disclosed that strong southerly winds of more than 25 knots (12.9 m/s) would be experienced over the North-Eastern, North-Western, South-Eastern lowlands and Coastal regions of Kenya on Friday, June 13.

The winds are expected to strengthen to more than 30 knots (15.4 m/s) from Saturday, June 14, to Tuesday, June 17. Wind speeds are likely to reduce to 25 knots (12.9 m/s) on Wednesday, June 18.

Meanwhile, wave heights are likely to be more than 2.5 metres over the Kenya coastal waters on Friday, June 13.

The wave heights are expected to increase to 2.8 metres from Saturday, June 14, to Tuesday, June 17. They are expected to reduce to below 2.4 metres on Wednesday, June 18.

In the previous strong winds weather advisory, the County Government of Mombasa took drastic measures, closing public beaches for two days.

Aside from the closure of the beaches, the governor announced the suspension of ocean-based activities, both commercial and recreational. Consequently, activities such as fishing and water sports were suspended for a few days.
