Deputy Minister of Commerce Meets Mauritanian Minister to Strengthen Bilateral Trade and Investment Relations.

Sunday April 27, 2025 {HMC} The Deputy Minister of Commerce and Industry of the Federal Republic of Somalia, H.E. Mohamud Abdullahi Ahmed (Abukaate), today held an official bilateral meeting with the Minister of Trade and Tourism of Mauritania, H.E. Zeinebou Mint Ahmednah.

The meeting, held in Haikou, Hainan Province, China, took place on the sidelines of the 11th China-Arab States Business Cooperation Conference.

Discussions focused on enhancing trade and cooperation between Somalia and Mauritania, particularly in the areas of investment, tourism, and infrastructure development. The meeting was hailed as an important step toward establishing stronger, more visible ties between the two nations in the near future.

President Putin invites Somali President to Russia–Arab League Summit.

Sunday April 27, 2025 {HMC} Russian President Vladimir Putin has officially invited Somali President Hassan Sheikh Mohamud to attend the upcoming Russia–Arab League Summit, set to take place later this year.

The invitation was delivered on Sunday by Mikhail L. Bogdanov, Russia’s Deputy Foreign Minister and Special Presidential Representative for the Middle East and Africa, during a meeting with President Mohamud in Mogadishu.

During their discussions, both sides emphasized the importance of strengthening bilateral relations between Somalia and Russia.

The invitation comes just days after President Putin announced Russia’s plans to host a special Russia–Arab League summit during his meeting with Omani Sultan Haitham bin Tariq Al-Said at the Kremlin.

The Russian leader noted that 2025 marks the 40th anniversary of establishing diplomatic ties between Russia and Oman, underlining broader efforts to deepen Moscow’s engagement with Arab countries.

The upcoming summit is expected to focus on expanding political, economic, and security cooperation between Russia and Arab League member states, amid shifting alliances and evolving geopolitical dynamics in the region.

Mortar attack targets Halane Base Camp in Mogadishu; casualties unconfirmed.

Sunday April 27, 2025 {HMC} Several mortar shells were fired toward the heavily fortified Halane Base Camp in Mogadishu on Monday, which houses United Nations offices, African Union personnel, and Western diplomatic missions.

Some of the mortar rounds reportedly landed in and around the camp, but the number of casualties has not yet been confirmed.

No group has claimed responsibility for the attack.

However, the al-Qaeda-linked militant group Al-Shabaab has previously targeted both the Mogadishu airport and the Halane Base Camp in similar assaults.

Security forces have launched search operations and intensified patrols in the area following the attack, officials said.

Mombasa hit by powerful earthquake.

Sunday April 27, 2025 {HMC} Kenya experienced a moderate earthquake on Sunday, registering a magnitude of 4.5 near its coastal towns and the city of Mombasa.

According to seismic records, the earthquake struck the Indian Ocean in the afternoon at around 4:17pm.

Although the exact depth of the quake was not determined, it was assumed to be shallow and was felt by many residents near the epicentre.

The shallow nature of the quake made its tremors more pronounced near the epicentre compared to a deeper earthquake of similar strength.

According to data from the European-Mediterranean Seismological Centre (EMSC), the depth of the quake extended to 10km from the epicentre and was felt across 13 seismic stations.

Further, the data demonstrated that the quake was felt by people in Mombasa, which is approximately 78km southwest of the epicentre.

Many smaller towns and villages closer to the epicentre, including Kilifi, Vipingo, Watamu, Malindi, Takaungu, and Voi, likely experienced stronger shaking.

However, in the capital city of Nairobi, located 427km from the epicentre, the earthquake was not felt.

Sunday’s earthquake was the strongest to hit Kenya’s coastal region in over 30 years, with the last quake of similar or greater strength being a magnitude 4.9 recorded on Monday, February 27, 1995, at 3:22pm local time, about 51km southwest of the latest epicentre.

The strongest earthquake ever recorded in Kenya since 1900 was a magnitude 5.5, which struck 35 years ago on Wednesday, March 14, 1990, at 2:05am local time in the Indian Ocean.

On July 16 last year, a section of Kenyans revealed experiencing earthquakes, which lasted for about 10 minutes.

This was experienced not only in Nairobi but in other parts of the country as well, including Magadi, Kajiado, Kikuyu, Limuru, and Athi River.

Earthquakes are mainly caused by the sudden release of energy in the Earth’s crust due to the movement of tectonic plates. These large plates are constantly moving but can get stuck at their edges because of friction.

When the stress on these edges becomes too much, they slip along a fault line, releasing energy as seismic waves, which cause the shaking we feel during an earthquake, according to the German Research Centre for Geosciences

Hargeisa (HOL) — Somaliland police have ordered a crackdown on unauthorized flags as the region prepares for its May 18 Independence Day celebrations, warning that individuals displaying banners other than the official national flag will face legal action.

Police Commissioner Abdirahman Abdillahi Hassan, known as Abdi Dheere, said officers have been instructed to arrest anyone carrying clan-based or political party flags, emphasizing that only the Somaliland national flag is permitted during the commemorations.

“In recent days, we have seen unauthorized flags being circulated on social media, which is unlawful,” Commissioner Abdi Dheere said at a press conference Sunday. “We have directed our forces to detain anyone displaying any flag other than the national flag. Somaliland has only one recognized flag.”

The police directive also bans the sale and public display of political party flags in markets and public spaces throughout the Independence Day preparation period.

The move follows a wave of online videos showing critics of President Abdirahman Mohamed Abdullahi Irro’s administration wearing flags adorned with clan names. Some social media users announced plans to mark May 18 independently, underscoring rising political tensions ahead of the holiday.

May 18 marks Somaliland’s 1991 declaration of independence from Somalia. Although the region has operated with its own government, military, and currency, it has yet to receive international recognition. Authorities traditionally use the day to showcase national unity and reinforce the call for sovereignty.

Kenya court rejects asset seizure from Somali diplomat.

Monday 28 April , 2025 {HMC} The Supreme Court of Kenya has rejected a government bid to confiscate a house worth Sh110 million and cash totaling Sh8.6 million, owned by Gibriel Cusman Mohamed, a former Somali diplomat. Authorities had accused Mohamed of links to Yemeni terrorist networks.

The Asset Recovery Agency (ARA), representing the government, argued that the house located on Eldama Ravine Road in Westlands, Nairobi, along with funds in three accounts at I&M Bank, were proceeds from terrorism and money laundering.

The forfeiture application, filed in August 2024, was brought before the Milimani Anti-Corruption Court. ARA sought a declaration that the property belonging to Mr. Mohamed and his company, Jibca Services Limited, constituted assets linked to terrorism.

ARA also requested a court order allowing the government to take over the property. The house in question had been purchased from Siana Properties Limited for Sh110.5 million.

According to ARA, the money used to buy the property was traced to Abdi Nasir Ali, a man listed by the U.S. Treasury’s Office of Foreign Assets Control (OFAC) for allegedly financing Houthi rebels and fueling instability in Yemen.

ARA added that Ali had been on the Kenyan security agencies’ watchlist and had entered and left Kenya eight times between 2013 and 2018.

However, Justice Benjamin Musyoki dismissed the application, ruling that ARA failed to provide credible evidence linking Mohamed, his company, or the transactions to Ali. He criticized the agency for not presenting clear proof to support their claims.

“ARA only made general statements about supposed investigations indicating terrorist connections, but no details or evidence were placed before the court. If there were indeed investigations showing Mohamed’s link to Ali, ARA failed in its duty by not presenting that evidence,” Justice Musyoki said.

The court also took note of Mr. Mohamed’s long diplomatic career and the fact that he still holds diplomatic passports from Somalia, the United Kingdom, and Ireland. He previously served as Somalia’s ambassador and as First Counsellor and Deputy Head of Mission at the Somali Embassy in Malaysia.

“The sole accusation against Mr. Mohamed, if we go by ARA’s theory, is that he sold an inherited property to Mr. Ali. In my view, freezing that property without any criminal link would unfairly deprive him of his rightful inheritance. ARA must conduct deeper investigations and provide concrete reasons before taking such serious actions,” the judge added.

Mr. Mohamed, representing himself in court, explained that the money in question came from the sale of a family home he inherited from his mother in Mogadishu.

He sold the property, known as Sudan House, in September 2023 to Dahir Mohamoud Mohamed for $2.2 million (about Sh285 million), a transaction verified by Somalia’s Financial Crimes Department and the Office of the Attorney General.

Mr. Mohamed said he bought the Westlands home to settle down with his family in Kenya.

He categorically denied having any contact with Mr. Ali, either directly or indirectly. During the sale of the Mogadishu property, he said he only interacted with a Notary Public and Dahir Mohamoud, who acted on behalf of the buyer. Mohamed insisted he never received any funds from Ali.

The case partly revolved around the transfer of $560,000 (about Sh72.5 million), which Dahir Mohamoud deposited into Jibca Services Limited’s I&M Bank account in February and March 2024.

ARA alleged that the money came from Ali and was funneled through Dahir Mohamoud to Jibca Services Limited, a company registered in February 2024, where Mohamed is listed as one of two shareholders and the sole signatory.

ARA further claimed that the account experienced rapid suspicious transactions, eventually leading to the account being emptied.
