UNSC extends AS sanctions pending review

Saturday 14,Dec, 2024 {HMC} The Security Council today extended its authorization for Member States to intercept vessels transporting banned items to and from Somalia, including illegal arms imports and charcoal exports, until 28 February 2025 — a short-term renewal to provide members with additional time to discuss “the best shape” of the sanctions regime amid the ongoing United Nations drawdown in Somalia.

Unanimously adopting resolution 2762 (2024) (to be issued as document S/RES/2762(2024)), the 15-member Council also renewed until 31 March 2025 the mandate of the Panel of Experts which monitors implementation of sanctions against Al-Shabaab in Somalia.

The sanctions measures were initially set out in paragraphs 15 and 17 of resolution 2182 (2014) and expanded by paragraph 5 of resolution 2607 (2021), as most recently renewed by paragraph 23 of resolution 2713 (2023).

Under these provisions, Member States have been allowed to inspect, in Somali territorial waters, vessels they have reasonable grounds to believe are carrying banned items, including charcoal, weapons or military equipment, and improvised explosive device components.

Member States have also been authorized to seize and dispose of any such items identified in inspections.

Somalia is undergoing a critical period in its security transition. Speaking before the vote, the representative of the United Kingdom recalled that in October, the Council endorsed United Nations Transitional Assistance Mission in Somalia (UNTMIS) taking over responsibilities from United Nations Assistance Mission in Somalia (UNSOM) and beginning its transition to a United Nations country team.

The African Union Transition Mission in Somalia (ATMIS) is due to be replaced by its successor mission, the African Union Support and Stabilization Mission in Somalia (AUSSOM) at the start of next year, she said.

“The text we have tabled for adoption today provides stability for the functioning of the Al-Shabaab sanctions regime, maintaining the current provisions until the end of February,” she said.

The United Kingdom looks forward to consulting stakeholders in the coming weeks to consider the best shape of this vital regime, ensuring it supports our collective effort to degrade the threat posed by Al-Shabaab, she added.

Syrian refugees in Somalia hope to return home.

Saturday 14,Dec, 2024 {HMC}  Expressing a renewed desire to return to their homeland, some Syrian refugees residing Somalia’s capital, Mogadishu, are hopeful that recent developments, including the ousting of the Assad family regime that brutally ruled Syria for 53 years, might signal a safer future in Syria.

Since the Syrian civil war broke out more than a decade ago, Syrians have fled to countries in the Middle East and Europe, as well as to African countries that have been grappling with instability.

Many Syrian refugees found themselves in Somalia, a war-torn nation in the Horn of Africa that has faced terrorist attacks, piracy and humanitarian crises.

On Wednesday, dozens of Syrian refugees in Mogadishu staged a demonstration marked with emotional speeches to celebrate the fall of President Bashar al-Assad’s regime.

Holding placards that read “We want to go home” and “Syria awaits us,” the demonstrators expressed their longing for peace and stability in their homeland.

Some of them shared their stories with VOA.

“We are victorious because of the free Syrian army. Those in control [Syrian rebels] now are God-abiding people, not the ousted and strayed al-Assad,” said Hussein Hikmat, a refugee from Damascus. “Here, Somalis welcomed us and supported us, but we will go back to our country.”

Ali Al-Zahir, who fled from Aleppo, Syria’s largest city, lost his wife and three children in the Syrian war. He arrived in Mogadishu in hopes of keeping his two surviving children safe.

“I am your brother from Aleppo, a city that suffered at the hands of al-Assad and his predator regime. Syria is free today, and free soldiers control it. I swear to God I want to return to my country,” he said, in tears, reflecting on his deep desire to reunite with his homeland.

Syrian refugee Khadija Mohamed sells perfumes and tusbah, prayer beads used in Islamic practices, in Mogadishu. While she is hopeful about returning to Syria, she acknowledges the challenges her impoverished family faces.

“The situation in Syria is good. Bashar al-Assad is gone, and now Syria is in safe hands,” Mohamed said. “I have lived in Somalia for two years with my husband and kids. We want to return, but our current situation does not allow us to do so.”

Fatima Mohamed, another refugee, shared a cautious outlook.

“The situation in Syria is improving, and many places are free,” she said. “It is not entirely stable yet. We hear that some of the Syrian prisoners arrested by the Assad regime are still in underground jails,” she added, pointing out that conditions would need to be less volatile for her to consider returning home.

Like Fatima Mohamed, many Syrian refugees remain cautious despite their longing to return home.

Somali officials who spoke at the demonstrations have acknowledged the refugees’ wishes and said they were working with international organizations to assess the situation in Syria and facilitate safe returns.

There is no official data on the number of Syrian refugees living in Somalia, but officials estimate it to be in the thousands.

Syrians who found refuge in Somalia said the two countries’ history of amicable relations drove them.

The Syrians say Somalis’ friendliness toward refugees and Somalia’s lack of visa restrictions also drew them to Mogadishu and other major cities in the country.

In return, the Syrian refugees, which include doctors, nurses, engineers, chefs, technicians, and teachers among their ranks, have enriched Somalia culturally and economically because of the knowledge and skillsets they brought with them.

SoDMA Dispatches Food Aid to SSC Khaatumo Transitional Administration.

Saturday 14,Dec, 2024 {HMC}  The Somali Disaster Management Agency (SoDMA) has today dispatched a substantial food aid package from Mogadishu, marking a significant contribution from the Chinese government to support the Somali people. The aid, consisting of 500 tons of food, is en route to the SSC Khaatumo Transitional Administration to assist vulnerable communities.

The food aid was loaded onto a boat at the Mogadishu Port and is set to be transported to the Bosaso Port. From there, it will be distributed to the areas under the SSC Khaatumo Transitional Administration, targeting those most in need.

Commissioner Mahmoud Ma’allin Abdulle of SoDMA highlighted the agency’s unwavering commitment to aiding the Somali community. “We stand ready to assist the Somali community in any way we can,” he affirmed.

Emphasizing the strategic importance of this aid, Commissioner Abdulle noted the agency’s proactive stance in implementing national leaders’ directives to mitigate the impacts of the anticipated La Nina drought. “We are ready to strengthen efforts to prevent the La Nina drought that is feared to hit our country,” he stated, expressing gratitude to the Chinese government for its generous support.

The commissioner praised the Chinese government for its continued support, acknowledging the critical role such international aid plays in bolstering SoDMA’s efforts to support the nation’s vulnerable populations.

At least eight killed in clan conflict in Galgadud region

Saturday 14,Dec, 2024 {HMC} At least eight people were killed and ten others wounded in a deadly inter-clan conflict on Friday in Harar Heyle, a rural area under the El-bur district of Galgadud region.

According to local residents, the violence erupted between two clan militia forces from Guriel and El-bur over grazing land.

Traditional elders in the Galgadud region have begun mediation efforts to separate the warring militias and initiate dialogue to resolve the conflict. However, the Galmudug state authorities have not commented on the incident.

Recurrent clan conflicts over resources, such as grazing land and water, have plagued the central regions of Somalia, particularly in the Galgadud and Mudug areas of Galmudug State.
