Turkey and Ethiopia have had close ties for many years: Somalia maritime deals may shift the dynamics

Thursday 4,April 2024 {HMC} Ethiopia and Turkey, which have had cordial ties since the early 20th century, have drawn even closer in recent years as both battle criticism from the west over domestic policies. But new developments are putting the relationship to the test. These include Turkey assuming the role of protecting Somalia’s waters – deemed to include the Gulf of Aden – as well as efforts by Ethiopia to gain access to the sea through a deal with Somaliland.

Michael Bishku, a Middle Eastern and African history scholar who has recently researched Ethiopia-Turkey relations, explains why Turkey’s ties with Ethiopia are largely economic while those with Somalia are sentimental, in assisting an impoverished Muslim country.

What binds Ethiopia and Turkey historically?

Turkey and its predecessor state, the Ottoman Empire, have had a long history of interactions in the Horn of Africa, going back to the 16th century. But formal diplomatic ties between Ethiopia’s Emperor Menelik II and the Ottoman Empire’s Sultan Abdul Hamid II were not initiated until 1896. At the time, the Ethiopians had just defeated the Italians at the Battle of Adwa. In 1889, the Italians began to occupy the largest share of Somalia, while the British established a protectorate in the Somaliland region in 1898. Ethiopia did not participate in the first world war and Britain and Italy were part of the victorious Entente. After the war, the Ottoman Empire, as part of the defeated Central Powers, was partitioned. Turkey, by 1923, asserted control over Turkish areas of the former empire.

The new Republic of Turkey opened its first embassy in sub-Saharan Africa in Addis Ababa in 1926. Ethiopia reciprocated by setting up its embassy in Ankara in 1933.

When Italy invaded Ethiopia between 1935 and 1937, Turkish soldiers volunteered for the Ethiopian army, with the Turkish government strongly supporting sanctions against Italy. During the occupation, which lasted until 1941, Ethiopia’s embassy in Turkey never closed. Turkey was neutral until the end of the second world war. But it embraced alliance with the United States after the war, as did Haile Selassie’s Ethiopia.

Relations between Turkey and Ethiopia remained close during the 1960s. At the time, both countries took the pragmatic approach of improving relations with both the Soviet bloc and the Arab world.

In 1974, Haile Selassie was overthrown by the military. The military then established a Marxist regime in Ethiopia which lasted until 1991. Relations were suspended by Turkey during this time.

What’s the history of Turkey’s relations with Somalia?

A united Somalia, including former British Somaliland, achieved independence in 1960. The enlarged state coveted the Somali-populated Ogaden region in Ethiopia. Turkey did not establish an embassy in Somalia until 1979, when that country shifted away from close ties to the Soviet bloc in the midst of a war against Ethiopia when it attempted unsuccessfully to occupy Ogaden (1977-1978).

Somalia’s President Siad Barre was overthrown in 1991 and the country fell into chaos. The Turkish embassy closed until 2011. Turkey participated in the two United Nations operations in Somalia, the first one between 1992 and 1993 and the second one from 1993 to 1995.

In 2011 Recep Tayyip Erdoğan, who was then Turkey’s prime minister and whose government regarded itself as a defender of Sunni Muslim interests, became the first non-African leader to visit Somalia in two decades. Five years later, he visited the country again as president, to open Turkey’s largest embassy complex in the world. Mogadishu’s airport and seaport are run by Turkish companies.

In 2017, Turkey opened a military base in Mogadishu to train Somali soldiers. It has also built hospitals and infrastructure though the offices of the Turkish Cooperation and Coordination Agency (TİKA) as well as providing scholarships for Somalis to study in Turkey.

Turkey has provided more than US$1 billion in humanitarian aid since 2011, part of which came from Muslim NGOs.

Both Turkey and the United Arab Emirates (UAE) support the efforts of the Somali government against the threat of al-Shabaab.

The UAE’s assistance to Somalia has been far less than that of Turkey. However, it’s been involved in the country in other ways. In 2015, it also participated in the second UN peacekeeping operation in Somalia, and set up a military training facility in Mogadishu. It also upgraded Berbera airport in Somaliland and manages two Somali ports: Berbera and Bosaso. Bosaso Port is in Puntland, another breakaway Somali territory.

These moves were regarded as a means to increase security against Iran and its Houthi ally in Yemen.

How does Somaliland complicate matters?

Somaliland declared its independence in 1991. But it is still internationally recognised as a de jure part of Somalia.

Ethiopia, Turkey and Djibouti have established consulates in Hargeisa, Somaliland’s capital city. Other countries such as Kenya and the UAE have liaison offices there. But only the UAE and Ethiopia have bypassed Mogadishu to make deals directly with the Somaliland government even though the UAE publicly supports the territorial integrity of Somalia.

The UAE’s deal involved setting up a military base in Somaliland and training Somaliland’s security forces.

In January 2024 Ethiopia and Somaliland signed a memorandum of understanding under which Somaliland has offered Ethiopia port access through a lease for 50 years of 20km of Somaliland’s coastline. In return, Ethiopia would give Somaliland diplomatic recognition.

Somalia countered the announcement of this deal by making Turkey a key security partner. Turkey is to train and equip Somalia’s naval force and help patrol the Somalia’s coastline.

Mudug salt miners earn a good income but hope for investment

(ERGO) – More than 1,000 former pastoralists have turned to salt harvesting to make ends meet, digging out the salt deposits in caves located in Hinlabi, on the coast of central Somalia’s Mudug region.

Mohamed Ahmed Adan, 42, started salt mining in January and has been making $5 a day from the salt he sells to businessmen, who transport it for sale in towns including Adado, Galkayo, Dhusamareb and Hobyo.

He and his wife and seven children had been struggling since losing their livestock in the drought. Severe and prolonged drought spanning over two years killed their entire herd of 150 goats.

He was given one goat by his relatives and sold it immediately to buy an area to mine. What he earns now has helped put the family back on their feet. Mohamed’s children resumed school in March after dropping out more than a year ago due to fee arrears.

“I manage to pay for all our bills and the children’s education, two of them are in grade two and the others have started school. We take our supplies from local shops and repay them when we get the cash,” he said.

He sets aside $1.5 each day to help repay the $800 worth of food he took from local stores over the previous tough months. He said this is the best chance he has at repaying the debts.

Although he is happy to be getting a reasonably stable income, they need equipment to improve their business.

“If we could get help, we would need spades for digging the salt, shoes, and carts. The salt also hurts our hands. We need aid organisations to help us,” he said.

Abdullahi Mohamed Hassan, another former pastoralist, lost 70 goats and five camels to drought and turned to an abandoned salt cave owned by his late father. Abdullahi said he’s been mining more salt than he had initially anticipated.

“Salt mining was very good and easy this year. We have got abundant salt; we can now get months’ worth of harvest in just a week. We haven’t experienced any challenges, just good profits,” he said.

Abdullahi learned from his father and another relative who engaged in salt mining recently. He has been earning $5-6 a day, which helps buy his family’s immediate needs and enables him to save small amounts towards paying off his $600 debts at local shops.

“I don’t have any other source of income and we were depending on loans until we got this stable income from the salt. We’re now able to buy the food and water we need and I also hope to repay the loan,” he said.

The salt caves are a three kilometre walk from where he lives and he says the work is hard. However, he wants to be able to buy more goats and return to pastoralism. He thinks this will be possible if there is heavy ‘gu season rainfall that will increase the amount of salt in the caves.

The commissioner of Hinlabi, Dahir Ali, said the local authority has been raising awareness among the miners to harvest the salt once the water has completely evaporated off and only the dry crystals remain. This improves the harvest.

He said 1,100 people in Hinlabi earn their living from salt mining.

“About 90% of the locals in Hinlabi depend on the salt. They don’t have livestock or businesses to depend on. There are different ways people make income from the salt, some mine it whilst others are porters and others sell the sacks the salt is packed in. There could be five different streams of income generated from one truck load,” he said.

He added that local people needed better training and equipment to refine their work and improve their income from the salt mines. He asked aid agencies if they would support this livelihood area.

Sources tell Al Jazeera the White House cancelled Ramadan meal after many Muslim invitees declined to attend.

Washington, DC – The White House has cancelled a Ramadan iftar meal after several Muslim Americans declined the invitation in protest of President Joe Biden’s support for Israel’s war on Gaza, according to two people familiar with the matter.

The sources, who spoke to Al Jazeera on condition of anonymity, said the cancellation on Tuesday came after Muslim community members warned leaders against attending the White House meal.

Edward Ahmed Mitchell, the deputy director of the Council on American-Islamic Relations (CAIR), also said the event was nixed because so many people chose not to attend, including invitees who had initially agreed to go.

“The American Muslim community said very early on that it would be completely unacceptable for us to break bread with the very same White House that is enabling the Israeli government to starve and slaughter the Palestinian people in Gaza,” Mitchell told Al Jazeera.

Both CNN and NPR had reported on Monday that the White House was preparing a small community iftar.

But hours later, on Tuesday, the White House announced instead that it would be hosting a meal for Muslim government staffers only and holding a separate meeting with a few Muslim American community figures.

The cancelled iftar underscores Biden’s struggle to stem growing anger in US Arab and Muslim communities over his unconditional support for Israel.

Critics warn the outrage could translate into peril for Biden at the ballot box during November’s presidential election.

‘We listened,’ White House says

 

Over the past two decades, US presidents have hosted iftars with dozens of prominent Muslim Americans. Mirroring other religious and cultural events at the White House, Ramadan meals have served as a celebration of the Muslim community and are traditionally open to the press.

White House spokeswoman Karine Jean-Pierre confirmed that Biden and his Vice President Kamala Harris will meet with Muslim “community leaders” on Tuesday.

Asked why the “community leaders” will not attend the iftar, Jean-Pierre said that they requested a meeting instead of a meal.

“They wanted to make sure that there was an opportunity to discuss the issues at hand,” she told reporters.

“They thought it would be important to do that. And so, we listened, we heard, and we adjusted the format to be responsive.”

Several Muslim American activists said the meeting will be another futile “photo-op”, arguing that the Muslim community has made its position known over the past six months.

“No matter how many meetings we have, no matter how many people have gone in, no matter how many conversations are being held, the White House has refused to change,” said Mohamad Habehh, the director of development at American Muslims for Palestine.

Habehh stressed that Biden cannot claim to care for the Muslim American community if he does not end his backing of Israel.

“These photo-ops that they’re doing — these discussions that they’re doing to somehow show they still have the Muslim community’s support — are just pathetic attempts to make themselves look good at a time where their true colours have been seen,” Habehh told Al Jazeera.

The Biden administration has held several off-the-record meetings with some Arabs and Muslims across the country since the start of the war in Gaza.

‘Selected by the White House’

A key issue with such talks, activists say, is that the administration has been handpicking whom to meet with.

A Muslim advocate close to the administration presented a list of credible Palestinian American leaders to invite for a meeting at the White House last year, but the government rejected the suggested individuals, one source told Al Jazeera.

Emgage, a Muslim political advocacy group that endorsed Biden in 2020, said it received an invitation to Tuesday’s meeting but declined to attend, citing the US’s unconditional support for Israel and the mounting death toll in Gaza.

“In this moment of tremendous pain and suffering, we have asked the White House to postpone this gathering and to convene a proper policy meeting with representatives of the community’s choosing, rather than those selected by the White House,” Emgage CEO Wa’el Alzayat said in a statement.

Emgage outlined a list of demands for Biden, including an “immediate and permanent” ceasefire, the resumption of funding for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) and a “legitimate political track” for a Palestinian state.

“Emgage is ready to support efforts that engage in a substantive manner on the above priorities. However, without more Palestinian voices and policy experts in the room, we do not believe today’s meeting will provide for such an opportunity,” Alzayat said.

Hebah Kassem, a Palestinian American political strategist, echoed that concern.

“The administration is strategically selecting who should be at the table, and they’re picking people who likely won’t be critical of their actions and policies,” Kassem told Al Jazeera.

“Why are we allowing them to choose who represents us? These meetings haven’t led to any change. If anything, Biden has doubled down his support for Israel and increased the supply of weapons to Israel.”

US support for Israel

The Biden administration has ruled out conditioning or stopping the flow of weapons to Israel despite mounting Israeli atrocities.

The Israeli offensive has killed close to 33,000 Palestinians, destroyed large parts of Gaza and pushed the territory to the verge of famine.

While the Biden administration has occasionally expressed concern about the actions of the Israeli government, it has regularly asserted its commitment to the alliance with Israel.

On Tuesday, for example, the White House expressed outrage over the Israeli attack that killed seven World Central Kitchen humanitarian workers.

Still, White House National Security spokesperson John Kirby told reporters that the US will not hold a “sort of condition over their [Israel’s] neck”.

“We’re still going to make sure that they can defend themselves,” he said.

Abed Ayoub, the executive director of the American Arab Anti-Discrimination Committee (ADC), said Biden’s unwavering support for Israel shows that meetings with administration officials over Gaza have not worked.

“You’ve got to measure the effectiveness of these meetings through results and actions by the administration,” he told Al Jazeera. “The administration knows where we stand; they don’t need to hear it again.”

But Salima Suswell, the leader of the Black Muslim Leadership Council, said it is important for Biden to hear the perspective of Muslim Americans directly. She was attending Tuesday’s meeting at the White House.

“The President needs to understand that Black Muslims and Black Americans are devastated by the ongoing tragedy in Gaza, the loss of so many lives, and the Administration’s support of the onslaught,” Suswell told Al Jazeera in an email before the meeting.

“The President has an election coming up, and Black voters and Muslims will be pivotal. I want to make clear to him what is at stake should he not take action.”

Kenyan doctors reject government’s offer to end strike

Kenyan public hospital doctors rejected a government offer aimed at ending a weeks-long strike that has severely disrupted health services, their union chairman said late on Tuesday.

The Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU), which represents more than 7,000 members, went on strike on March 15 to demand payment of their salary arrears and the immediate hiring of trainee doctors, among other grievances.

The government asked the doctors to end their strike in a statement issued late on Tuesday, saying the salary arrears have been paid and that trainee doctors would be hired from Thursday this week at a cost of 2.4 billion shillings ($18.39 million).
“We decline these proposals in total,” Abidan Mwachi, KMPDU’s chairman, wrote on social media platform X, adding that the government had not paid salary arrears.

The walkout, which has been compounded by a strike by clinical officers that started this week, has left patients struggling to access care from expensive private hospitals, leading to worsening chronic illnesses and even deaths.

In Nairobi’s Mathare slum, Jane Akoth said that she was turned away from the hospital on Tuesday when she went to get an operation for her daughter Beatrice Akinyi, who was diagnosed with cancer last year.

In the eastern county of Tharaka Nithi, an area member of parliament was quoted by The Standard newspaper as saying the one-year-old daughter of one of his constituents had died due to a lack of healthcare arising from the strike.

The arrears the doctors are demanding arose from a 2017 collective bargaining agreement (CBA), the union said. Doctors are also demanding the provision of adequate medical insurance cover for themselves and their dependants.

It also wants the government to address frequent delays in salary payments and to start paying doctors who work in public hospitals as part of their higher degree courses.

Kenya’s health sector, which doctors say is underfunded and understaffed, is routinely beset by strikes.
A previous walkout in 2017 lasted three months and some doctors in individual hospitals downed their tools at various times during the COVID-19 pandemic to protest at a lack of personal protective equipment and over other grievances.
