Mogadishu Mayor Chairs Strategic Meeting to Strengthen Capital’s Security

Tuesday  28, Oct 2025 {HMC}The Governor of the Banaadir Region and Mayor of Mogadishu, Dr. Hassan Mohamed Hussein (Muungaab), presided over a high-level security meeting on Tuesday to conduct a deep analysis of the general security situation in the capital and its surrounding districts.

The crucial meeting was attended by the highest-ranking security officials in the region, including the Deputy Governor for Security and Policy, Mr. Mohamed Ahmed Diriye (Yabooh); the Banaadir Regional Police Chief, Colonel Mahdi Omar Muumin; the Banaadir Regional Commander of the National Intelligence and Security Agency (NISA), Mr. Liibaan Aadan; and commanders from military units that provide critical support to police operations (known as Bolisiya Militaaro).

The agenda focused on accelerating strategic plans to secure the capital. A primary point of discussion was enhancing the operational cooperation and seamless coordination among all security agencies and the Banaadir Regional Administration. The objective is to foster a stable environment where public services can be delivered efficiently and to establish robust plans to prevent any acts aimed at destabilizing security.

During the meeting, participants agreed to intensify the regular exchange of critical intelligence (information-sharing) between security branches. It was resolved to accelerate preventative operations, with a particular focus on strategic districts within the capital. Specific emphasis was placed on the importance of swiftly dismantling organized crime networks.

In his closing remarks, Governor Muungaab emphasized that the peace and stability of the capital are the foundation for the entire nation’s progress. He reiterated the regional administration’s full and unwavering commitment to working tirelessly with all security agencies to achieve this goal.

The meeting concluded with a unified agreement to continue the stringent measures aimed at guaranteeing public safety, protecting the residents of the capital and its environs, and fully upholding the rule of law and public order.

House of the People Speaker Convenes Standing Committee to Prioritize Legislative Agenda; New Minister Sworn In

Tuesday  28, Oct 2025 {HMC}  The Speaker of the House of the People of the Federal Parliament of Somalia, His Excellency Sheikh Adan Mohamed Nuur (Madoobe), chaired an extraordinary session of the parliament’s Standing Committee on Tuesday at Villa Hargeysa in Mogadishu.

The Speaker was joined by the full leadership of the House, including First Deputy Speaker Ms. Sa’diya Yasin Haji Samatar and Second Deputy Speaker Mr. Abdullahi Omar Abshirow, as they convened the critical committee responsible for setting the parliamentary agenda.

Opening the session, Speaker Madoobe provided a comprehensive briefing to the committee members regarding the extensive volume of work awaiting the legislature. He highlighted the critical importance of the current seventh session, stressing that it is imperative for the House to focus its efforts on processing the substantial legislative agenda. The Speaker called for a concerted effort to debate and pass the numerous laws and bills that are pending before the parliament.

The Standing Committee’s meeting is pivotal as it formalizes the work plan and legislative priorities for the House of the People’s current session, guiding the national legislative framework.

Deputy Prime Minister Convenes High-Level Meeting to Fast-Track Jowhar Off-stream Storage Programme (JOSP)

Tuesday  28, Oct 2025 {HMC}  The Deputy Prime Minister of the Federal Government of Somalia, H.E. Salah Ahmed Jama, officially opened a high-level meeting on Tuesday to accelerate the implementation of the Jowhar Off-stream Storage Programme (JOSP), a major national infrastructure project that has been in development for some time.

Addressing the assembled stakeholders, Deputy Prime Minister Jama articulated the project’s critical importance to the nation’s future. He described JOSP as a national priority and a central pillar of Somalia’s National Transformation Plan (2025–2029). The project is strategically designed to fundamentally enhance the country’s water management capabilities and serve as a catalyst for widespread agricultural development.

The government’s vision for the Jowhar Off-stream Storage Programme is transformative. Once operational, the project is expected to directly benefit over 300,000 Somali citizens. Furthermore, it is a cornerstone of the national strategy to achieve food security and economic self-sufficiency, enabling Somalis to fully utilize the country’s natural resources and progressively reduce reliance on foreign aid.

The meeting brought together a wide array of key partners, including high-level government officials, development partners, United Nations agencies, and representatives from civil society. The session’s primary focus was to conduct a comprehensive review of the progress made on JOSP to date, identify and resolve existing implementation challenges, and secure robust technical, financial, and political support to propel the project into its next critical phase.

US Vice President Vance plans Kenya visit, source says

Tuesday  28, Oct 2025 {HMC} U.S. Vice President JD Vance plans to visit Kenya next month after going to a summit in South Africa, a source with knowledge of the matter told Reuters on Monday.

There were no immediate details on what Vance might discuss in the East African country, which is one of Washington’s closest allies on the continent, and has said it wants to reach a trade deal with the U.S. by the end of this year.

The U.S. designated Kenya a major non-NATO ally in 2024, but Nairobi has also had to fend off criticism from U.S. officials over its forging of deeper ties with China.

 

“The visit to Kenya will run from November 24 to November 27,” the source said, without giving further details.

Vance’s office and Kenya’s foreign ministry did not immediately respond to requests for comment.

U.S. President Donald Trump is sending Vance in his place to attend the summit of the Group of 20 world leaders in Johannesburg from November 22 to 23.
South Africa, which holds the rotating G20 presidency, will hand over the presidency to the U.S. after the meeting.

Somalia and Rwanda sign cooperation agreement to strengthen bilateral ties

Tuesday  28, Oct 2025 {HMC}– Somalia and Rwanda have signed a General Cooperation Agreement aimed at strengthening diplomatic relations and expanding collaboration across key sectors, marking a significant step in the growing partnership between the two countries.
The agreement was signed on Monday in Kigali by Somalia’s Minister of Foreign Affairs and International Cooperation, Abdisalam Abdi Ali, and Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Jean Patrick Nduhungirehe, during Abdisalam’s two-day official visit that began on Sunday.

Under the accord, both governments agreed to establish a Joint Permanent Commission (JPC) to oversee implementation and explore new areas of cooperation. The JPC will coordinate efforts in justice, education, agriculture, ICT, trade, and mutual legal assistance to ensure the agreement produces measurable results.

In a joint communiqué, the two ministers said that relations between Somalia and Rwanda are based on mutual respect, shared aspirations, and Pan-African solidarity. They added that the agreement represents a new chapter in strengthening bilateral ties and expanding cooperation across sectors of mutual interest.
During their discussions, the ministers also reviewed progress in political consultations, investment promotion, policing, and defence cooperation, and exchanged views on peace efforts in Doha and Washington concerning the conflict in eastern Democratic Republic of Congo. Rwanda commended Somalia’s active role at the United Nations Security Council through the A3+ Group, which represents Africa’s collective voice on global peace and security matters.
Minister Abdisalam, who visited the Kigali Genocide Memorial during his stay, paid tribute to the victims of the 1994 genocide and praised Rwanda’s transformation in reconciliation and national unity.
“Somalia and Rwanda share a historic and brotherly relationship rooted in the bonds between our two peoples,” Abdisalam said. “Our nations face similar challenges from climate shocks to insecurity, and it is time to move beyond the current scope of cooperation and explore new avenues for joint action.”
He added that Somalia would continue supporting African-led solutions to regional conflicts through its engagement at the UN Security Council and called on members of the Somali diaspora to invest in Rwanda’s expanding economy.
Abdisalam also conveyed greetings from President Hassan Sheikh Mohamud to President Paul Kagame, expressing Somalia’s appreciation for Rwanda’s leadership in promoting peace and development across the continent.
