Mogadishu Mayor Chairs Strategic Meeting to Strengthen Capital’s Security

Tuesday  28, Oct 2025 {HMC}The Governor of the Banaadir Region and Mayor of Mogadishu, Dr. Hassan Mohamed Hussein (Muungaab), presided over a high-level security meeting on Tuesday to conduct a deep analysis of the general security situation in the capital and its surrounding districts.

The crucial meeting was attended by the highest-ranking security officials in the region, including the Deputy Governor for Security and Policy, Mr. Mohamed Ahmed Diriye (Yabooh); the Banaadir Regional Police Chief, Colonel Mahdi Omar Muumin; the Banaadir Regional Commander of the National Intelligence and Security Agency (NISA), Mr. Liibaan Aadan; and commanders from military units that provide critical support to police operations (known as Bolisiya Militaaro).

The agenda focused on accelerating strategic plans to secure the capital. A primary point of discussion was enhancing the operational cooperation and seamless coordination among all security agencies and the Banaadir Regional Administration. The objective is to foster a stable environment where public services can be delivered efficiently and to establish robust plans to prevent any acts aimed at destabilizing security.

During the meeting, participants agreed to intensify the regular exchange of critical intelligence (information-sharing) between security branches. It was resolved to accelerate preventative operations, with a particular focus on strategic districts within the capital. Specific emphasis was placed on the importance of swiftly dismantling organized crime networks.

In his closing remarks, Governor Muungaab emphasized that the peace and stability of the capital are the foundation for the entire nation’s progress. He reiterated the regional administration’s full and unwavering commitment to working tirelessly with all security agencies to achieve this goal.

The meeting concluded with a unified agreement to continue the stringent measures aimed at guaranteeing public safety, protecting the residents of the capital and its environs, and fully upholding the rule of law and public order.

House of the People Speaker Convenes Standing Committee to Prioritize Legislative Agenda; New Minister Sworn In

Tuesday  28, Oct 2025 {HMC}  The Speaker of the House of the People of the Federal Parliament of Somalia, His Excellency Sheikh Adan Mohamed Nuur (Madoobe), chaired an extraordinary session of the parliament’s Standing Committee on Tuesday at Villa Hargeysa in Mogadishu.

The Speaker was joined by the full leadership of the House, including First Deputy Speaker Ms. Sa’diya Yasin Haji Samatar and Second Deputy Speaker Mr. Abdullahi Omar Abshirow, as they convened the critical committee responsible for setting the parliamentary agenda.

Opening the session, Speaker Madoobe provided a comprehensive briefing to the committee members regarding the extensive volume of work awaiting the legislature. He highlighted the critical importance of the current seventh session, stressing that it is imperative for the House to focus its efforts on processing the substantial legislative agenda. The Speaker called for a concerted effort to debate and pass the numerous laws and bills that are pending before the parliament.

The Standing Committee’s meeting is pivotal as it formalizes the work plan and legislative priorities for the House of the People’s current session, guiding the national legislative framework.

Following the committee’s deliberations, a separate key parliamentary procedure was conducted. The new Minister of Labour and Social Affairs for the Federal Government of Somalia, Prof. Saalim Aliyow Ibrow, was officially sworn into office.

The oath was administered by the Chief Whip of the House of the People, Hon. Mohamed Abdullahi Hassan (Nuh), formally inducting the new minister into the cabinet and his governmental duties.

Deputy Prime Minister Convenes High-Level Meeting to Fast-Track Jowhar Off-stream Storage Programme (JOSP)

Tuesday  28, Oct 2025 {HMC}  The Deputy Prime Minister of the Federal Government of Somalia, H.E. Salah Ahmed Jama, officially opened a high-level meeting on Tuesday to accelerate the implementation of the Jowhar Off-stream Storage Programme (JOSP), a major national infrastructure project that has been in development for some time.

Addressing the assembled stakeholders, Deputy Prime Minister Jama articulated the project’s critical importance to the nation’s future. He described JOSP as a national priority and a central pillar of Somalia’s National Transformation Plan (2025–2029). The project is strategically designed to fundamentally enhance the country’s water management capabilities and serve as a catalyst for widespread agricultural development.

The government’s vision for the Jowhar Off-stream Storage Programme is transformative. Once operational, the project is expected to directly benefit over 300,000 Somali citizens. Furthermore, it is a cornerstone of the national strategy to achieve food security and economic self-sufficiency, enabling Somalis to fully utilize the country’s natural resources and progressively reduce reliance on foreign aid.

The meeting brought together a wide array of key partners, including high-level government officials, development partners, United Nations agencies, and representatives from civil society. The session’s primary focus was to conduct a comprehensive review of the progress made on JOSP to date, identify and resolve existing implementation challenges, and secure robust technical, financial, and political support to propel the project into its next critical phase.

US Vice President Vance plans Kenya visit, source says

Tuesday  28, Oct 2025 {HMC} U.S. Vice President JD Vance plans to visit Kenya next month after going to a summit in South Africa, a source with knowledge of the matter told Reuters on Monday.

There were no immediate details on what Vance might discuss in the East African country, which is one of Washington’s closest allies on the continent, and has said it wants to reach a trade deal with the U.S. by the end of this year.

The U.S. designated Kenya a major non-NATO ally in 2024, but Nairobi has also had to fend off criticism from U.S. officials over its forging of deeper ties with China.

 

“The visit to Kenya will run from November 24 to November 27,” the source said, without giving further details.

Vance’s office and Kenya’s foreign ministry did not immediately respond to requests for comment.

U.S. President Donald Trump is sending Vance in his place to attend the summit of the Group of 20 world leaders in Johannesburg from November 22 to 23.
South Africa, which holds the rotating G20 presidency, will hand over the presidency to the U.S. after the meeting.

Somalia and Rwanda sign cooperation agreement to strengthen bilateral ties

Tuesday  28, Oct 2025 {HMC}– Somalia and Rwanda have signed a General Cooperation Agreement aimed at strengthening diplomatic relations and expanding collaboration across key sectors, marking a significant step in the growing partnership between the two countries.
The agreement was signed on Monday in Kigali by Somalia’s Minister of Foreign Affairs and International Cooperation, Abdisalam Abdi Ali, and Rwanda’s Minister of Foreign Affairs and International Cooperation, Olivier Jean Patrick Nduhungirehe, during Abdisalam’s two-day official visit that began on Sunday.

Under the accord, both governments agreed to establish a Joint Permanent Commission (JPC) to oversee implementation and explore new areas of cooperation. The JPC will coordinate efforts in justice, education, agriculture, ICT, trade, and mutual legal assistance to ensure the agreement produces measurable results.

In a joint communiqué, the two ministers said that relations between Somalia and Rwanda are based on mutual respect, shared aspirations, and Pan-African solidarity. They added that the agreement represents a new chapter in strengthening bilateral ties and expanding cooperation across sectors of mutual interest.
During their discussions, the ministers also reviewed progress in political consultations, investment promotion, policing, and defence cooperation, and exchanged views on peace efforts in Doha and Washington concerning the conflict in eastern Democratic Republic of Congo. Rwanda commended Somalia’s active role at the United Nations Security Council through the A3+ Group, which represents Africa’s collective voice on global peace and security matters.
Minister Abdisalam, who visited the Kigali Genocide Memorial during his stay, paid tribute to the victims of the 1994 genocide and praised Rwanda’s transformation in reconciliation and national unity.
“Somalia and Rwanda share a historic and brotherly relationship rooted in the bonds between our two peoples,” Abdisalam said. “Our nations face similar challenges from climate shocks to insecurity, and it is time to move beyond the current scope of cooperation and explore new avenues for joint action.”
He added that Somalia would continue supporting African-led solutions to regional conflicts through its engagement at the UN Security Council and called on members of the Somali diaspora to invest in Rwanda’s expanding economy.
Abdisalam also conveyed greetings from President Hassan Sheikh Mohamud to President Paul Kagame, expressing Somalia’s appreciation for Rwanda’s leadership in promoting peace and development across the continent.

Hirshabelle President Guudlawe reshuffles cabinet, appoints four new ministers

Tuesday  28, Oct 2025 {HMC}  Hirshabelle regional President Ali Abdullahi Hussein Guudlawe has made changes to several key positions within his Cabinet.

A presidential decree issued from his office on Monday, based on Articles 56 and 57 of the Hirshabelle Constitution, grants the President authority to appoint or replace members of the Cabinet when necessary to improve performance and efficiency.

 

The reshuffle affects four key ministries: Labor and Social Affairs, Energy and Water Resources, Information, Culture and Tourism, and Finance and Economic Development.

 

The President appointed the following new officials:

  1. Bashi Abdi Mohamed as Minister of Labor and Social Affairs
  2. Saleh Mohamed Hassan as Minister of Energy and Water Resources
  3. Abdikarim Nur Hassan (Doob-yare) as Minister of State for Information, Culture and Tourism
  4. Omar Mohamed Soomane as Deputy Minister for Finance and Economic Development

The changes are part of efforts to enhance the efficiency and effectiveness of the Hirshabelle Cabinet, aimed at accelerating social service delivery and strengthening governance.

Somali migration to Europe surges threefold in 2025, IOM report shows

Tuesday  28, Oct 2025 {HMC} The number of Somali migrants reaching Europe has tripled this year compared to 2024, according to new figures from the International Organization for Migration (IOM). Between January and August 2025, at least 5,435 Somali nationals arrived by sea and land, reflecting one of the largest year-on-year increases in recent memory.
Nearly three-quarters of Somali arrivals landed in Italy or Spain, where migration along the Central and Western Mediterranean routes surged dramatically. Italy recorded about 1,575 arrivals, while Spain received 1,521, the report said. Smaller groups entered Greece and Cyprus via the Eastern Mediterranean route (26 percent) and the Canary Islands via the Western African Atlantic route (3 percent).
In Spain, Somali arrivals have skyrocketed from just two people in 2022 to more than 1,500 this year, making them the third-largest national group on the Algeria–Spain corridor. Many arrived in the Balearic Islands, where the route has become a major point of entry for migrants from East Africa

Most Somali migrants were young men between 18 and 29, according to IOM survey data collected in Italy and Spain. Women accounted for about 13 percent of arrivals. Before leaving Somalia, nearly half were unemployed, while 49 percent reported working or being self-employed.

An overwhelming majority (86 percent) departed directly from Somalia, while others left from countries such as Libya, Algeria, Mauritania, or Kenya after spending over a year there. Conflict and insecurity were the most cited reasons for migration; 87 percent of men and 94 percent of women mentioned war, while 63 percent of women also reported personal or targeted violence as a key factor.
Among those arriving in Spain, 97 percent said they intended to remain there. By contrast, most Somalis arriving in Italy hoped to move onward to other European countries such as Switzerland and the United Kingdom, with only 36 percent planning to stay in Italy.
The IOM estimated that the average journey cost ranged from $1,500 on the Atlantic route to $4,900 via Libya to Italy, with the Western Mediterranean route averaging about $3,600. Many travelled through multiple transit countries, often facing detention, exploitation, or maritime danger.
Humanitarian agencies warn that the Mediterranean remains one of the world’s deadliest migration routes. Despite this, migration experts say the rise in Somali departures reflects a mix of desperation and determination as insecurity, unemployment, and climate pressures push more people to leave.
Somalis now make up about 4 percent of all migrants reaching Europe in 2025, placing them among the continent’s most represented African nationalities.
The IOM report suggests the trend reflects a crisis of opportunity, as Somalis risk dangerous sea journeys in search of stability and employment. It cautioned that the figures may understate the true scale of migration, as no surveys were conducted in Greece or Cyprus during the reporting period.
Updated data are expected later this year.

U.S. airstrikes hit ISIS-Somalia bases in Puntland’s Al Miskaad Mountains

Tuesday  28, Oct 2025 {HMC} The United States military has confirmed carrying out two airstrikes targeting ISIS-Somalia militants in the rugged Al Miskaad mountain range of Puntland’s Bari region. The mountainous terrain, which stretches across the Golis range, has long served as a hideout for ISIS-linked fighters operating in Puntland’s remote areas.
U.S. Africa Command (AFRICOM) said the strikes were carried out on October 24 and 26 in the Al Miskaad mountain range, about 85 kilometers southeast of Bosaso, a strategic port city along the Gulf of Aden.
“AFRICOM, alongside the Federal Government of Somalia and Somali Armed Forces, continues to take action to degrade ISIS-Somalia’s ability to threaten the U.S. homeland, our forces, and our citizens abroad,” the command said in a statement. It did not release casualty figures or operational details, citing security concerns. Since April, the command has also suspended public release of civilian harm assessments.

Regional officials in Puntland confirmed that local security forces have stepped up operations against ISIS cells in Al Miskaad, working closely with AFRICOM in intelligence-sharing and logistical support. ISIS-Somalia has remained active in Puntland since its split from al-Shabaab nearly a decade ago, using the region’s mountain’s caves, and valleys to train and regroup and relying on guerrilla tactics to evade ongoing air and ground operations.

Puntland authorities have claimed recent successes against the group, describing the militants as largely defeated, though reports from the area indicate continued resistance.
ISIS-Somalia first emerged in 2015 as a splinter faction of al-Shabaab following internal disputes within the larger militant organization. The group established its base in Puntland’s remote mountains, maintaining smaller cells across northern Somalia.
The latest airstrikes highlight Washington’s renewed focus on Puntland, where U.S. and Somali forces have coordinated a growing number of operations this year. The strikes also come amid a wider U.S. military campaign across Somalia. AFRICOM has also continued air operations in support of the Mogadishu-based federal government’s war against al-Shabaab in central and southern regions. According to data compiled by Antiwar.com, the latest strikes bring the total number of U.S. airstrikes in Somalia in 2025 to 86, already surpassing previous annual records.
The Trump administration set the prior record in 2019 with 63 strikes, while President Biden authorized 51 over his four-year term.
The United States has been engaged in counterterrorism operations in Somalia since 2007, following its support for an Ethiopian invasion that ousted the Islamic Courts Union, a broad coalition that briefly governed Mogadishu. Al-Shabaab emerged as a radical offshoot of that movement, and ISIS-Somalia later splintered from  AS  in the country’s north.
AFRICOM reaffirmed that it “will continue to coordinate with the Federal Government of Somalia to disrupt terrorist operations and protect U.S. and partner interests in the region.”

Kenyan software engineer charged with recruiting AS fighters

Tuesday  28, Oct 2025 {HMC} A Kenyan software engineer has been charged in a Mombasa court with recruiting and financing fighters for the Somali militant group Al-Shabaab, a case prosecutors describe as a threat to national security.
Alwi Mohamed Shariff appeared before Shanzu Chief Magistrate Anthony Mwicigi on Monday, accused of sending funds and coordinating the movement of suspected recruits from Kenya’s coastal region into Somalia.

According to the charge sheet, Shariff allegedly transferred 6,922 Kenyan shillings ($46) on June 25 to Athurman Ahmed Ali to facilitate his travel from Lamu to Somalia through Moyale, where he was expected to join Al-Shabaab. Prosecutors said the funds were sent via Shariff’s registered mobile number 0111437457 to Ali’s line 0759666612.

State prosecutor Antony Musyoka told the court that the case is complex and ongoing, involving several lines of investigation. He opposed bail, saying Shariff could abscond or interfere with witnesses if released.
“The accused, being a suspected member of AS, poses a threat to the national security of the country as nobody knows his objective,” Musyoka said. “If released, he may not attend court proceedings or may interfere with the investigation.”
Shariff’s lawyer, Yahya Muminni, argued that his client had been held for 44 days without sufficient cause and should be granted bail. He maintained that there was no evidence linking Shariff to the militant group.
The magistrate ordered the suspect to remain at Shimo la Tewa Prison until November 10, pending a probation report assessing whether he can be trusted to appear for trial.
Shariff denied all charges, insisting he was innocent.
Al-Shabaab, which has carried out multiple attacks in Kenya in recent years, has often targeted youth in coastal and northeastern regions for recruitment into its ranks across the Somali border.

Haramcad police forces repel AS attack on Kahda security checkpoint in Mogadishu

Tuesday  28, Oct 2025 {HMC} Suspected AS militants attacked a government security checkpoint in the Kahda district of Mogadishu on Monday night.

The attack occurred at the Ali Janaale Hill checkpoint, one of the key security posts guarding the capital, and led to intense fighting between the two sides that lasted for about 30 minutes.

 

According to reports, the militants launched the assault using motorcycles before engaging in a face-to-face battle that resulted in deaths and injuries on both sides, though the exact number of casualties remains unknown.

 

The checkpoint targeted was manned by the Haramcad Special Police Forces, a specially trained unit working alongside the Polizia Militare to secure checkpoints across Mogadishu.

A brief statement from the Haramcad Special Police Forces said that the forces had foiled an attempt by al-Shabaab to launch mortar attacks into the city.

“The operation took place between the Kaxda Cemetery and the Maracadde area, south of Kaxda District in the Banadir Region,” the statement read.

The special police did not mention any casualties from Monday night’s attack.
