Cabinet Approves Mogadishu District Classifications and Key National Legislation
Thursday 23, October ,2025 {HMC}– The Council of Ministers of the Federal Republic of Somalia held its weekly meeting today, chaired by the Acting Prime Minister and Deputy Prime Minister, Salah Ahmed Jama. The session resulted in the approval of significant legislation and a crucial administrative decision concerning the capital.
The Cabinet approved the proposal from the Ministry of Interior, Federal Affairs, and Reconciliation regarding the official classification (ranking) of the districts within the Benadir region. This action aligns with the election law, which dictates the administrative ranking procedure for the capital’s districts.
The districts were officially categorized into two tiers:
- Nine districts assigned Grade (A)
- Seven districts assigned Grade (B)

Electoral Update and Legislative Approvals
During the meeting, the National Independent Electoral and Boundaries Commission (NIEBC) provided an update on the preparedness for the planned one-person, one-vote elections. The Commission presented the Cabinet with the final voter registration data for the Benadir region and confirmed that local council elections will be held in the capital, Mogadishu, on November 30th.
In addition to the district classifications, the Council of Ministers formally ratified four crucial legislative items and agreements for the country:
- Statute of the Advanced Institute for Security and Strategic Studies.
- Draft Bill for the Somali Police Act.
- Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention).
- Statute for the Establishment of National Fishing Companies.
Former Attorney General Abdullahi Dahir Bare Passes Away in Mogadishu
Thursday 23, October ,2025 {HMC} The Office of the Attorney General of the Federal Republic of Somalia has announced the passing of former Attorney General, the late Abdullahi Dahir Bare, who died last night in Mogadishu. The current Attorney General, Hon. Sulayman Mohamed, along with officials and staff of the office, extended condolences to the family, relatives, and the Somali public.
The late Abdullahi Dahir Bare was born in 1940 in Luuq District, Gedo Region. He was among the first generation of Somali judges, joining the nation’s judiciary on April 17, 1967.
A long-serving public servant, the deceased held several critical judicial and legal posts throughout his career, which spanned various administrations:
- Chairman of the Beletweyne District Court
- Chairman of the Hargeisa District Court
- Chairman of the Togdheer Regional Court
- Chairman of the Benadir Regional Court
- Attorney General of the Nation during the administrations of President Abdullahi Yusuf and President Sheikh Sharif
The former Attorney General played a positive role in the rehabilitation of the country’s justice and judiciary systems, serving the Somali people diligently since the civilian government era in 1967.
The current Attorney General prayed for the late Abdullahi Dahir Bare to be granted mercy in Paradise and for his family and loved ones to be granted patience and faith.

Northeastern Somali administration says Somaliland prisoners will be released after peace agreement
Thursday 23, October ,2025 {HMC} The Northeastern Somali regional administration has said it will release Somaliland army prisoners only after a peace agreement is reached to end the conflict in the Sool region.
The Speaker of the Northeastern State Parliament, Dr. Aden Abdullahi, said in an interview on Wednesday that it is not possible to release the prisoners without a formal agreement regarding the recent clashes between Somaliland and the Northeastern administration in Las Anod town.
“We are not releasing prisoners without reason. Some of the prisoners were involved in serious crimes, and it is possible that they will be brought to justice to be held accountable for the massacre and displacement of the people of Las Anod,” Dr. Aden said.
He added that if genuine dialogue takes place and Somaliland agrees to a peace deal, they are ready to release the prisoners.
“But as long as Somaliland believes it can take this land by force, it is not possible to exchange prisoners,” he stated.
Dr. Aden also said that the administration had already released 25 prisoners but was not aware of what was exchanged for their release. He noted that the Northeastern administration was not pleased that prisoners had been held for three years, blaming Somaliland for refusing to engage in peace talks.
The statement comes amid reports that Somali President Hassan Sheikh Mohamud has urged the Northeastern administration to hand over Somaliland prisoners to the Federal Government to build trust.
Prime Minister Hamse Abdi Barre, who visited Las Anod in July this year, helped facilitate the handover of 25 prisoners from the administration who were members of Somaliland’s forces and were later transferred to the Somaliland administration.
Recently, President Hassan Sheikh called for the release of all prisoners held by both sides to strengthen peace and reconciliation efforts in the region.
