Somalia downplays reports of Qatar-brokered talks with breakaway Somaliland

Monday July 28, 2025 {HMC} Somali Minister of State for Foreign Affairs and International Cooperation, Ali Mohamed Omar Balcad, has downplayed reports that the Qatari government is mediating between the Federal Government of Somalia and the breakaway Somaliland administration.

The minister emphasized that Somaliland has always been part of Somalia and stated that there is no need for external mediation between two Somali parties. He noted that talks between Mogadishu and Hargeisa have recently taken place in Djibouti and Ankara, though they have not resulted in key agreements on unification or separation.

“Somaliland is a region of Somalia. Our strategy is to resolve internal disputes through a constitutional process between us. If a foreign friend wants to support us in this, we welcome it. But we do not accept that they be viewed as two independent parties in need of international mediation,” said Ali Balcad.
The minister made the remarks during an interview with The New Arab while on a two-day visit to Doha, Qatar.

During the interview, the State Minister also denied reports suggesting that there are talks between the United States and the terrorist organization Al-Shabaab about potential negotiations between the Somali government and the group.

He dismissed the claims as completely baseless, adding that the United States still upholds its long-standing position of designating Al-Shabaab as a terrorist organization.

Hamza Warfa, a former adviser to the U.S. State Department, had previously stated that the Trump administration could consider reaching out directly to the Al-Shabaab group. However, the Somali government has reiterated its commitment to using all necessary means to eliminate the group from the country.

Al-Shabaab remains a designated terrorist organization by both Somalia and the United States

Jubaland accuses Somali president of Gedo attacks

Monday July 28, 2025 {HMC} Jubaland has accused Somali President Hassan Sheikh Mohamud of orchestrating coordinated attacks on the towns of Balad Hawo and Doolow in the Gedo region, warning that the federal government’s actions threaten to destabilize the country’s fragile security landscape as Al-Shabaab militants make territorial gains.

In a press release issued Sunday, Jubaland said federal forces based at a UK-backed military training facility on the outskirts of Beledxaawo launched sustained attacks on the town over the past week. The offensives, it claimed, were led by a commander unaffiliated with the Somali National Army and transported by a military aircraft dispatched under presidential orders.

“These attacks were carried out at a time when civilian flights are grounded,” the statement said. “While ordinary Somalis are denied air access, military aircraft are being used to transfer forces in violation of Somali airspace authority.”

The administration alleged that the attacks destroyed homes and displaced dozens of families, accusing the federal forces of intentionally targeting civilian areas.

The violence escalated further on Saturday night when federal troops allegedly attacked Jubaland military installations in Doolow, another strategic town in Gedo. Jubaland described the move as “a deliberate attempt to spark a broader conflict in the region.”

“Jubaland remains committed to protecting its people, defending its territorial integrity, and resisting any illegitimate plans by the accused, Hassan Sheikh Mohamud,” the press release stated.

No official response has been issued by the federal government in Mogadishu.

The renewed hostilities have once again drawn attention to the ongoing power struggle between federal authorities and regional states, especially in contested areas like Gedo, where control has repeatedly shifted between rival factions aligned with Mogadishu and Kismayo.

Jubaland also condemned the government’s failure to prevent the fall of Maxaas town in the Hiiraan region to Al-Shabaab militants over the weekend. The statement warned that political infighting among government leaders was diverting attention and resources away from the fight against insurgents.

“The fall of Mahaas reflects the consequences of a government more focused on regional domination than national security,” Jubaland said. “Instead of uniting efforts to defeat Al-Shabaab, resources are being wasted on unconstitutional conflicts.”

Clashes erupt in Somalia’s Gedo region amid federal-Jubbaland power struggle

Monday July 28, 2025 {HMC} Heavy fighting erupted between federal government troops and Jubbaland forces, reportedly supported by Ethiopian troops, from Sunday night into Monday morning in the Doolow and Beled Hawo districts of the Gedo region.

Residents reported that Ethiopian troops attacked a NISA camp in Doolow district on Sunday night and completely took control of the facility. The number of casualties remains unknown as the situation is still unfolding.

In a press release, the Jubbaland administration strongly accused Somali President Hassan Sheikh Mohamud of orchestrating the recent clashes in Beled Hawo and Doolow.
Jubbaland claimed that federal forces stationed at the UK camp on the outskirts of Beled Hawo launched multiple attacks that caused deaths, injuries, displacement, and property destruction within the town.

“For almost a week, the city of Beled Hawo has been facing repeated attacks from forces stationed at the UK camp on the outskirts of the city. Meanwhile, a person leading a group of terrorists who are not part of the Somali National Army (SNA) flew a fighter jet belonging to Hassan Sheikh Mohamud into the UK camp, at a time when most airports in the region are under sanctions and civilians are not allowed to travel. This is a blatant use of military force to control Somali airspace,” the statement said.

Jubbaland further alleged that troops acting under direct orders from the Somali presidency attacked its military headquarters in Doolow on Sunday night, calling it another serious escalation in the Gedo conflict.

The federal government has yet to issue an official statement on the situation.

Tensions have been escalating between Ethiopian forces and the Somali National Army, as President Hassan Sheikh and National Intelligence and Security Agency (NISA) Director Mahad Salad are currently in Addis Ababa for the UN Food Systems Summit.

The violence flared up following the federal government’s deployment of Abdirashid Janan—a former Jubbaland security minister—as the new regional intelligence chief for Gedo. Janan arrived on Tuesday aboard a military helicopter from Mogadishu, accompanied by senior army officers and reinforcements.

His appointment sparked an immediate backlash from Jubbaland-aligned forces, who reject federal control over the Gedo region, a strategic area bordering Kenya and Ethiopia. Heavy fighting broke out shortly after his arrival, with Jubbaland forces claiming they had retaken the district headquarters and surrounding areas.

Puntland condemns Al-Shabab capture of Mahaas, calls for unified national response

Monday July 28, 2025 {HMC} Puntland regional state has condemned the Al-Shabaab takeover of Mahaas district in the Hiiraan region on Sunday, following heavy fighting with the Somali National Army and local militia forces.

In a press release from the Puntland presidency, the regional government expressed condolences to the relatives and families of those killed in the attack, particularly the Somali officers and soldiers who lost their lives in the fight against Al-Shabaab.

Puntland also commended the Federal Government and the local Macawisley forces for their courageous defense and commitment to protecting the civilian population.
The statement expressed grave concern over Al-Shabaab’s growing activities, warning that the group is attempting to recapture previously liberated areas as well as new, strategically important locations.

Puntland emphasized the urgent need for genuine cooperation among the Federal Member States to develop a unified strategy to counter the Al-Shabaab threat. It reaffirmed its readiness to play a prominent role in nationwide efforts to eradicate the group.

The regional state also urged the international community to provide tangible support to the Federal Government and its member states to bolster the fight against extremist groups destabilizing Somalia.

In a statement, Al-Shabaab claimed to have seized the town of Mahaas, located approximately 300 kilometers (186 miles) from the capital, Mogadishu. The town is considered a strategic hub for transport and logistics in central Somalia.

Members of the Somali National Army confirmed the fall of Mahaas but described it as a “tactical retreat.”

The Al-Qaeda-linked Al-Shabaab group has captured dozens of towns and villages since launching a new offensive earlier this year, reversing nearly all the territorial gains achieved by the government during its 2022 and 2023 military campaigns.

Somali intelligence captures two Al-Shabab operatives in Afgooye town

Monday July 28, 2025 {HMC} The Gaashaan Special Forces of the National Intelligence and Security Agency (NISA) apprehended two Al-Shabaab operatives during a special operation in the town of Afgooye, in the Lower Shabelle region, on Saturday night.

According to a government statement, one of the suspects was a senior figure responsible for extorting money from civilians and businesses, while the second was linked to the group’s intelligence wing, tasked with gathering information on government forces and coordinating targeted assassinations.

“NISA once again warns Somali businessmen and the public not to pay any money to support Al-Shabaab, as this directly supports armed groups that threaten the country’s security and the lives of its citizens,” the statement said.
The arrest of the militants is directly linked to an official warning issued by NISA on July 20, 2025, which stated that the collection and payment of extortion funds constitute terrorist financing, in violation of national laws and international regulations on combating the financing of terrorism.

NISA has urged all residents to promptly report any threats, intimidation, or extortion attempts to the relevant security agencies.

The Federal Government of Somalia reaffirmed its unwavering commitment to dismantling Al-Shabaab and ensuring the safety and security of the Somali people.
