The meeting focused on enhancing bilateral cooperation between Somalia and Yemen, particularly in areas related to family welfare, social development, and the protection of human rights. Both sides underscored the importance of sustained collaboration to improve services supporting women, children, and vulnerable communities.

Minister Khadiija thanked Ambassador Fadel for his visit and reaffirmed the Federal Government of Somalia’s commitment to strengthening international partnerships that advance the protection and promotion of human rights.

Two civilians killed in suspected clan-related shooting in Adale district.

Sunday 11,May 2025 {HMC} Armed men killed two civilians in the Burdheere village of Adale district in Somalia’s Middle Shabelle region early Sunday morning, local residents reported.

The victims were identified as Fanah Moalim Habeeb, an employee of a local telecommunications company, and Muhyadiin Arale, who worked at a water well in the area. The gunmen, believed to be from the same district, reportedly fled the scene after the attack.

Although no official motive has been confirmed, residents suspect the killings are linked to simmering clan-based tensions. Community elders have warned the incident could trigger a wider conflict if left unaddressed.

The latest violence comes just days after a driver was shot and killed by armed militiamen on the outskirts of Adale town, further stoking fears of growing insecurity in the region.

Neither the Adale district administration nor regional or federal security agencies have issued a statement on the incident, despite a recent uptick in targeted killings in the area.

Somaliland lawmakers submit motion to block future talks with federal government.

Sunday 11,May 2025   {HMC}  At least 30 Somaliland’s House of Representatives members have submitted a formal motion seeking to legally suspend any future negotiations with the Federal Government of Somalia, further escalating tensions following recent developments in Las Anod.

Speaker of the House, Yasin Haji Mohamud Xiir (Faratoon), read the names of the lawmakers backing the motion during a session on Saturday and confirmed the proposal has been accepted and referred to the House’s legal advisor for further review.

The motion comes weeks after the Somaliland government announced a unilateral suspension of dialogue with Mogadishu, citing what it described as an infringement on its sovereignty after Somali Prime Minister Hamse Abdi Barre visited Las Anod on April 12.

During his visit, the prime minister announced the formal recognition of SSC-Khaatumo as a member state of the Federal Government of Somalia—a move that Somaliland leaders condemned as a violation of their territorial claims.

While the executive branch of Somaliland’s government has already frozen talks with the federal government, parliamentary approval of the motion would give the decision legal weight, effectively barring any future resumption of dialogue without legislative approval.

Talks between Somaliland and the federal government first began in London in 2012, following parliamentary approval in Hargeisa to engage in dialogue with Mogadishu for the first time since Somaliland declared independence in 1991. The process, which then-President Ahmed Mohamed Silanyo initially spearheaded, was intended to foster mutual understanding and find a long-term resolution to the status of Somaliland.

The talks have stalled repeatedly over the past 13 years without producing concrete outcomes. The latest move by Somaliland’s lawmakers signals a deepening rift and growing frustration with the trajectory of the dialogue.

If passed, the motion would mark the first time Somaliland’s legislature has legally codified a freeze in bilateral talks with the federal government.

Speaker of the House Sheikh Aden Mohamed Nur (Aden Madoobe) said the downpour prevented many lawmakers from reaching Parliament, forcing the postponement of the sitting until Sunday.

“Most MPs today were stuck on the roads and were greatly affected by the rains that fell last night, which resulted in the quorum not being met,” Speaker Madoobe said in a statement.

The deluge, which dumped over 115 millimeters of rain in just eight hours, triggered widespread flash floods that inundated roads, toppled homes, and displaced hundreds of residents.

The Banadir regional administration confirmed the deaths of seven people, including children, and said more than 200 families were left homeless across several districts.

According to Banadir spokesperson Salah Omar Hassan, at least six major roads sustained damage. “These roads are vital lifelines for transport and people,” he said, warning that mobility across the capital could be severely impacted if urgent repairs are not made.

Public transport services were suspended, and the floods temporarily disrupted operations at Aden Abdulle International Airport, although flights resumed later in the day.

The Somali Disaster Management Agency continued emergency assessments on Saturday, as rescue teams worked to reach families trapped in flooded neighborhoods.

Saturday’s session was the second to be postponed in recent weeks. A prior session was scrapped due to political tensions and growing calls by some lawmakers for a motion of no confidence against the speaker.

Climate shocks are nothing new to Somalia. In 2023, El Nino-fueled flooding killed more than 100 people and displaced over a million. And the crisis continues. A U.N. report from late April indicated that 45,000 people across the country had already been affected by flash floods since mid-month.

“We spent the night on rooftops, shivering from the cold,” said Mohamed Hassan, a resident of one of the worst-hit neighborhoods. “Some elderly people are still trapped. I haven’t even had breakfast.”

During the meeting, Firdhiye briefed the president on the progress made in stabilizing and administering the territories recently brought under SSC-Khaatumo control. The leader appreciated the federal government’s support in recognizing SSC-Khaatumo as a federal member state and inviting him to participate in this week’s National Consultative Council (NCC) meeting for the first time.

“I thanked the president for the cooperation in the state-building of SSC-Khaatumo and the efforts of the federal government in preserving the unity of the country,” Firdhiye said following the meeting.

His participation in the NCC conference marked a milestone for the newly recognized administration, which has been consolidating control over the Sool, Sanaag, and Cayn regions after the withdrawal of Somaliland forces from Las Anod.

While in Mogadishu, Firdhiye also held separate meetings with federal officials and international diplomats to discuss the future of SSC-Khaatumo and broader governance issues in Somalia.
