Somali Parliament Approves Independant National Human Rights Commission

Saturday Oct 11, 2025 {HMC} -Members of the Federal Parliament of Somalia on Saturday approved the Independent National Human Rights Commission during their session.

Minister of Family affairs and Human rights, Khadija Mohamed Al-Makhzoumi welcomed the approval of the Independent National Human Rights Commission by the Members of the House of the People of the Federal Parliament today, saying the country is committed to advancing human rights.

“This historic decision marks a significant step forward in strengthening justice, accountability, and the protection of human rights in Somalia. It is a proud moment for our nation and a major achievement for the Somali people. The establishment of this Commission, the result of careful planning and sustained effort, sends a clear message to the world that Somalia is committed to advancing human rights and building strong national institutions”, Al-Makhzoumi said.

“Alongside our recent success at the UN Human Rights Conference in Geneva, today’s milestone reflects the continued progress of the National Interest Government in promoting Somalia’s voice, values, and vision on the global stage”, she added.

US President Trump says Israeli captives to be released from Gaza on Monday

Saturday Oct 11, 2025 {HMC} Israelis held in Gaza by Hamas and other armed groups are slated to “come back” on Monday, United States President Donald Trump said, with 20 living captives and the bodies of 28 others who died in captivity due to be handed over as part of the US-backed ceasefire deal.

Speaking to reporters at the White House late on Friday, Trump said Monday will be “big” as Hamas exchanges all 48 Israeli captives, both living and deceased, for roughly 2,000 Palestinian prisoners held in Israeli jails.

“Some of those bodies are being unearthed right now, as we speak. They’re working on it right now,” Trump said.

“It’s a tragedy. It’s a tragedy,” he said.

Of the living captives still held in Gaza, the US president added, “they’re in some pretty rough places, where only some people know where they are”.

Trump said he plans to travel to Cairo this weekend and separately speak at the Israeli Knesset before returning to the US.

Under the terms of the US-brokered peace deal for Gaza, Hamas agreed to release all captives within 72 hours following the start of a ceasefire.

Israel’s government ratified the ceasefire in the early hours of Friday, and it came into force later in the day. Israeli troops then began to withdraw from areas in Gaza to designated locations, and the countdown began on the 72 hours for Hamas to release captives.

Reports surfaced earlier this week that Hamas may struggle to locate and gather the remains of all the deceased captives, potentially complicating the planned exchange on Monday.

As Palestinians began to return to their war-torn homes on Friday amid the Israeli pullback, key questions about Gaza’s future remain uncertain – including plans for a future Palestinian state.

Trump, however, maintained an optimistic tone about both the first and later phases of his unfolding ceasefire plan.

Both Hamas and Israel, he said, are “all tired of fighting”.

“There is consensus on most of it and some of the details, like anything else, will be worked out,” Trump said.

“Because, you’ll find out that when you’re sitting in a beautiful room in Egypt, you know, it’s easy to work something out,” he said.

“But then sometimes it doesn’t work from a practical standpoint. But for the most part, there’s consensus,” he added.

The US president also appeared to be pleased with support for the deal from the European Union, Iran and Russia, saying that the peace plan will extend “beyond Gaza”.

“This is peace in the Middle East, and it’s a beautiful thing,” he said.

Tanzania, Kenya, Rwanda lead EAC in health insurance expansion

Saturday Oct 11, 2025 {HMC} TANZANIA, Kenya and Rwanda have emerged as leading East African Community (EAC) member states in expanding health insurance coverage, increasing access to medical services through formal insurance schemes.

At the same time, the East African Legislative Assembly (EALA) has passed a resolution urging the EAC Council of Ministers to fast-track the implementation of universal health insurance across all member states to ensure equitable access to quality healthcare.

Presenting the motion during the fourth meeting of the fifth Parliament, Rwandan EALA Member Ambassador Fatma Ndangiza commended Tanzania, Kenya and Rwanda for setting strong examples in promoting health insurance enrolment among their populations.

She said the resolution calls on the Council of Ministers and member states to accelerate universal health coverage by allocating at least 15 per cent of their national budgets to the health sector, in line with regional and global development goals.

“It is time to find sustainable solutions that reduce dependency on foreign aid and instead prioritise local investment to meet pressing needs, particularly in healthcare. Health must be recognised as a fundamental right for every citizen because health is wealth,” said Ambassador Ndangiza.

EALA Member Dr Gladbess Salema said that achieving universal health coverage requires more than financial access, it also demands quality service delivery and efficient health systems.

Kenyan legislator Kanini Kega echoed similar sentiments, observing that recent restrictions on foreign aid have exposed the region’s vulnerabilities.

He urged EAC nations to strengthen domestic investment and engage the private sector to drive innovation and transformation in healthcare.

“Uganda is a good example, having invested 6.1 per cent of its national budget in health, with ongoing efforts to increase funding and achieve self-sufficiency,” he said.

The Assembly also commended the EAC Council of Ministers for establishing the East African Health Research Commission (EAHRC) in Burundi, which coordinates research and policy development to improve healthcare across the region.

During the same session, Rwanda was applauded as a model of economic resilience for growing its economy by more than 90 per cent through domestic revenue mobilisation rather than foreign assistance.

Two arrested over killing of woman and children in central Somalia

Saturday Oct 11, 2025 {HMC} Security forces in Galmudug have arrested two individuals suspected of murdering a woman and her children in the Qayib area of the Galgaduud region, officials said on Friday.

Authorities said a search is ongoing for a third suspect believed to have been involved in the crime. The two suspects are currently in custody and will be handed over to the relevant legal authorities for further investigation and prosecution.

 

According to local officials, the killings were linked to clan-related violence in central Somalia — a recurring source of instability in the region.

 

The brutal incident has triggered widespread outrage and renewed calls for the federal government to take stronger action to curb clan-based conflicts and protect civilians, particularly women and children, who are often caught in the crossfire.

Somali officials deny AFRICOM’s allegations after traditional elder killed in U.S. airstrike

Saturday Oct 11, 2025 {HMC} Senior security and administrative officials in the Sanaag region have on Wednesday strongly denied U.S. report that a man killed in an American airstrike in September was an arms dealer for the al-Shabab militant group.

Caaqil Omar Abdillahi Abdi, a respected traditional elder was killed on Sept. 13, 2025, in the Jicanyo area near Ceel Buh district. The U.S. Africa Command (AFRICOM) later said it had targeted an al-Shabab arms dealer in the region but did not release a name. Local officials insist the strike coincided exactly with the time and place of Omar’s death and say he was an innocent community leader.

“This was an unexpected and shocking incident,” said Faisal Abdillahi, the Sanaag regional intelligence chief. “A man driving his car was bombed from the air. We, the officials, had no prior knowledge or warning. The deceased was a prominent figure who worked closely with the community. We don’t understand why he was targeted.”

 

Abdillahi said there were no known allegations linking the elder to militant groups. “We have never heard of any terrorist charges against him. People are now terrified whenever they hear aircraft overhead. We need to know why he was killed and who authorized it.”

“I knew Caaqil Omar for decades — we worked together along the coast in the 1980s,” Anshuur said. “He was a peacemaker who helped defend Puntland during conflicts with al-Shabab and ISIS. His killing was illegal and unjust. He had been in Bosaso for 20 days and had even met President Said Abdullahi Deni. If he were guilty of anything, he would have been arrested, not bombed.”

The general added that the airstrike had sown fear and instability in the area. “We want answers. This deliberate killing has created confusion and insecurity among our people,” he said.

Col. Aden Ahmed Ali, the regional police commander, said local authorities initially had no idea who conducted the strike. “For a week, we searched for answers. Only later did AFRICOM release a short statement confirming it carried out an airstrike but without naming the target,” Ali said.

“The date and location matched the attack that killed Chief Omar. He was not hiding in the bush or on any wanted list. He was a public figure, known for protecting the community and working with the government,” Ali said. “We are certain he was not a terrorist. The United States must explain why a respected peacemaker was hit with three missiles. We call on Washington to provide a clear answer.”

The governor of Puntland’s Sanaag region, Said Ahmed Jama described Omar as “a well-known community figure and problem-solver.”

“He was involved in development and mediation work,” the governor said. “There were no complaints, rumors, or charges against him. The regional administration was never informed of any accusations. We are awaiting clarification from the U.S. on why this man was targeted.”

The regional administration, the governor added, “worked closely with the late Caaqil Omar and is deeply dissatisfied with how he was killed. We are calling for justice.”

The denials from regional authorities come amid growing protests in Sanaag and parts of Puntland, where community members have demanded transparency from the U.S. government. Families and local leaders have called on Washington to release evidence supporting its claim that the strike targeted an al-Shabab operative.

AFRICOM has conducted airstrikes in Somalia for nearly two decades, targeting al-Shabab and Islamic State fighters. The command says its operations are carefully planned to minimize civilian casualties. However, Somali officials and rights organizations have long criticized the U.S. for a lack of transparency and accountability. Independent investigations have occasionally found that civilians — including community leaders — have been killed in mistaken or poorly verified strikes.

Jubaland lawmakers warn President Mohamud against political interference

Saturday Oct 11, 2025 {HMC}   A group of Somali lawmakers representing constituencies in Jubaland State has warned President Hassan Sheikh Mohamud against what they describe as renewed interference in the internal affairs of the regional administration.

In a statement signed by members of both houses of the Federal Parliament on Friday, the legislators expressed deep concern over what they see as attempts to undermine Somalia’s federal system of governance enshrined in the national constitution.

The lawmakers accused the President of repeating actions reminiscent of his previous term (2012–2017), when tensions between the Federal Government and Jubaland were similarly high.

 

They cautioned against “military invasions and political interference” targeting the Jubaland administration, warning that any effort to create a parallel regional authority would further destabilize the state.

The MPs also alleged that the government is fueling clan-based tensions to weaken social cohesion and using national security forces for political purposes.

“Somali forces, both federal and state-level, should be united in the fight against terrorism,” the statement read. “It is irrational and dangerous to pit them against each other for short-term political gains.”

The lawmakers urged the Federal Government, Federal Member States, political leaders, and the international community to adopt peaceful dispute resolution mechanisms.

“Only through consensus-based leadership,” they emphasized, “can Somalia achieve lasting stability.”

They called on all regional administrations and the central government to prioritize dialogue and unity in the fight against al-Shabaab and other terrorist groups.

President Hassan Sheikh Mohamud recently visited Kismayo in an effort to resolve a political dispute with Jubaland leader Ahmed Mohamed Islam (Madobe). However, the talks ended without agreement, fueling speculation of renewed tensions between Mogadishu and Kismayo.
