Kenya urges UN to secure predictable funding for AUSSOM to preserve gains

satarday 25 Sep 2025 {HMC}Kenya has raised alarm over widening funding gaps threatening the operations of the African Union Support and Stabilization Mission in Somalia (AUSSOM), which is battling terrorist elements including Al-Shabaab.

Speaking during a high-level meeting on the sidelines of the United Nations General Assembly (UNGA) in New York, Foreign Affairs and Prime Cabinet Secretary Musalia Mudavadi stressed the urgent need to sustain AUSSOM by fully implementing UN Security Council Resolution 2719, which provides a framework for predictable financing of AU-led peace operations.

Mudavadi warned that financial shortfalls could erode hard-won gains in the fight against extremism and destabilize the Horn of Africa.

“The widening funding gap poses a serious threat to AUSSOM, whose mandate expires at the end of this year,” he said. “Financial uncertainty undermines mission readiness, emboldens extremist groups, and threatens to reverse the gains achieved through years of sacrifice and solidarity.”

He praised Somalia’s progress under President Hassan Sheikh Mohamud in state-building and strengthening its international voice, while reiterating Kenya’s commitment to regional stability. Kenya currently has about 3,000 troops serving under AUSSOM.

Mudavadi urged the UN and AU to adopt a hybrid financing model anchored on UN-assessed contributions to cover troop stipends, logistics, mobility, and operational needs. Such a framework, he said, would guarantee predictability and effectiveness.

Divided Security Council 

He acknowledged, however, that divisions within the UN Security Council remain a challenge to applying Resolution 2719 to AU-led peace operations.

“I urged all partners to remain constructively engaged in bridging existing differences and in pursuing interim solutions that reflect both the urgency and importance of continued support for Somalia’s stabilization,” he noted.

Adopted unanimously in December 2023, Resolution 2719 allows the AU Peace and Security Council to request UN funding for peace operations, with the UN expected to shoulder 75 percent of costs, while the AU mobilizes the remaining 25 percent.

The resolution marked a milestone in UN-AU security cooperation, though questions remain on its implementation.

AUSSOM, which replaced the African Union Transition Mission in Somalia (ATMIS), came into effect on January 1, 2025. Approved by the AU Peace and Security Council and authorized by the UN Security Council under Resolution 2767, it is tasked with supporting Somalia’s stabilization, state-building, and security priorities.

The mission, whose mandate runs until December 31, 2025, fields 11,826 uniformed personnel, including 680 police officers, with a planned drawdown of 800 by year-end. Unlike ATMIS, AUSSOM is designed to be more mobile and agile, supporting Somali security forces in degrading Al-Shabaab and affiliates linked to ISIL/Daesh.

Ethiopia, Kenya sign new defence agreement for intelligence sharing of security threats

Ethiopian and Kenyan military chiefs signed a new Defense Cooperation Agreement (DCA) in Addis Ababa.

 

The accord came into being six decades after the first such pact was concluded in 1963, the year Kenya gained independence.

The agreement was signed on September 24, 2025 at the National Defense Headquarters in Addis Ababa, following a bilateral meeting between Field Marshal Birhanu Jula, Chief of General Staff of the Ethiopian Armed Forces, and Kenya’s Chief of Defense Forces General Charles Charles Kahariri.

Ethiopia and Kenya enjoy a longstanding fraternal relationship, from diplomatic to political relations, people-to-people ties, and economic cooperation.

A series of meetings held in both Nairobi and Addis Ababa led to the signing of the second cooperation agreement yesterday in the Ethiopian capital.

One of these meetings, held in November last year, saw a Kenyan delegation visit Addis Ababa, where the two militaries agreed to expand joint training and security operations.

Both nations are currently contributing troops to the African Union Stabilisation Support Mission in Somalia (AUSSOM).

This military pact between the two brotherly nations will provide a strategic framework and set the stage for future cooperation in intelligence sharing, joint military exercises, training, defense industry development, counter-terrorism, border security, and related military matters.

The Accord will have a significant positive impact on peace and security in our region, which is already facing considerable security challenges.

The bilateral engagement seeks to establish a structured framework for more efficient, effective, and timely collaboration in addressing contemporary security threats.

It also focuses on advancing joint training, enhancing interoperability, and strengthening mechanisms for rapid intelligence sharing.

Gen Kahariri emphasized that deepening defence ties between the two nations’ Forces represent an investment in innovation, resilient infrastructure, and industrial capacity.

“This is a clear expression of African self-reliance, mastering our collective fate through cooperation, ingenuity, and shared action,” he said.

Jula reaffirmed Ethiopian National Defence Forces’ commitment to the partnership, noting that the agreement reflects the long-standing relationship between the two nations, rooted in shared borders, history, and common challenges.

He expressed confidence that the cooperation will not only strengthen peace and security in both countries but also contribute to the stability and prosperity of the wider region.

Somali President, UN Chief meet in New York to strengthen partnership amid peace mission funding gap

satarday 25 Sep 2025 {HMC} Somali President Hassan Sheikh Mohamud met UN Secretary-General António Guterres on Friday on the sidelines of the 80th UN General Assembly, reaffirming their commitment to deepen cooperation on peace, security and development in Somalia and the wider Horn of Africa.

The talks focused on joint strategies to bolster security, promote stability, and accelerate sustainable development initiatives.

Both leaders emphasized that Somalia’s challenges from the threat of AS to humanitarian crises require sustained international engagement and effective use of support.

The meeting came as Somalia and the African Union appealed to donors to help plug a nearly $200 million shortfall for the African Union Support and Stabilization Mission in Somalia (AUSSOM).

 

The mission, launched in January to succeed ATMIS, is tasked with guiding Somalia toward full security ownership.

The AU has said AUSSOM will need $196 million in 2025. It has already doubled its Peace Fund contribution to $20 million, but leaders warn that without predictable and sustainable financing, fragile gains could be undone.

Somali opposition postpones protest after mediation, plans to demonstrate within nine days

The protest, organized by the opposition Salvation Forum and originally scheduled for Saturday, was delayed for one week following talks led by the Imam, the Mudullood Chief, and a Hawiye parliamentary committee. Former President Sharif Sheikh Ahmed, a leading opposition figure, took part in the discussions.

 

In a joint press conference on Friday night, the mediators and opposition leaders said demonstrations were a constitutional right and agreed that the protest will be held within nine days. Both sides pledged to work together on the logistics — including the time and location — to ensure it proceeds peacefully under government protection.

 

The deal helped defuse fears among Mogadishu residents that the protest could turn violent. Concerns had grown after armed guards for opposition politicians clashed with federal forces earlier this week outside Warta Nabada District Police Station. Prime Minister Hamse Abdi Barre condemned that incident as a “failed coup attempt” and vowed security forces would confront anyone threatening public safety.

Government officials told mediators they support freedom of assembly but stressed the need for coordination to guarantee security. Authorities also banned the deployment of troops, military vehicles or heavy weapons at demonstrations.
